Job summary

The FAO Philippines office is seeking a Programme Management Specialist to oversee country programme outcomes and ensure project cycle compliance. The role reports to the Assistant FAO Representative (Programme) and supports portfolio expansion, donor reporting, and field activities in Mandaluyong City.

Ideal candidates have a university degree in agriculture or related fields, 7+ years of rural development experience, and fluent English.

Qualifications

• University Degree in Agriculture, Agriculture Economics, Agribusiness Management, Rural Development, and other fields related to the mandate of FAO
• At least 7 years professional and practical experience in planning, implementation and monitoring of rural development programmes/projects
• Working knowledge (level C) of English
• A national of the Philippines or a legal resident with a valid work permit

Responsibilities

• Support the expansion of the programme portfolio, resource mobilization, and the preparation of reports and technical documents
• Develop proposals, concept notes, technical briefs, reports and knowledge/visibility products for promoting agriculture and rural development and emergency preparedness
• Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations
• Develop letters of agreements for service providers
• Coordinate with consultants and monitor project implementation to align with timelines and requirements
• Assist in opening projects, tracking budgets and processing revisions in coordination with FAO officers
• Support monitoring of programmes, projects, and mobilized resources of the country office
• Prepare progress and donor reports, funding proposals, and other project-related documents
• Facilitate technical review of consultants’ inputs, reports and studies
• Participate in fora on agriculture and rural development and undertake field activities as necessary
• Conduct capacity development activities for key staff in the Representation and other projects
• Collect and prepare data on FAO activities in the country
• Prepare background material for briefings and meetings
• Coordinate participation of Government in regional and global workshops and trainings
• Carry out other duties within technical competence as may be requested by FAOR/AFAOR
