Job summary

DFI Retail Group is seeking an IT Procurement Manager to lead strategic procurement initiatives across IT categories. You will manage cross‑border projects, develop sourcing strategies and ensure value through rigorous supplier evaluation and contract governance.

The role requires 5–10 years in IT procurement, strong English communication, and the ability to work with multi‑market teams. Experience with e‑Sourcing tools and data analytics is highly valued.

Qualifications

• 5–10 years IT procurement experience.
• Strong English communication, influencing and negotiation skills.
• Cantonese/Mandarin preferred but not required.
• Degree or equivalent in Purchasing and Supply/Business or related discipline.
• Retail and multi-market experience preferred but not required.
• Experience in end-to-end procurement in a small team.
• Data capture/analysis and options generation with solution orientation.
• Proactive, self-motivated, well-organized and able to work under pressure.
• Achievement and goal orientation with ability to manage multiple projects.
• Strong Excel skills and computer literacy.

Responsibilities

• Manage IT procurement projects across Hong Kong, Singapore and other DF Countries.
• Create and implement procurement strategies.
• Review scope, specifications, SLAs and KPIs with stakeholders.
• Create sourcing documentation for RFI/RFx/E-Auction via the Dairy Farm system.
• Lead evaluation and clarification processes.
• Lead contract negotiations and analyze scores for business targets.
• Complete the DocuSign contract approval process.
• Analyze spend vs contractual commitments and identify savings opportunities.
• Ensure compliance with legal, regulatory and IT security requirements.
• Complete procurement governance and maintain saving trackers.
• Create and actively manage IT category plans.
• Handle IT domains: Infrastructure, Security, Data Engineering, SAP, Data Science and Analytics.

Is this your next challenge in IT Procurement?

We are seeking a skilled and experienced IT Procurement Manager with strong background in strategic and category procurement. For this role, you will manage strategic procurement projects including: Conducting market research on procurement categories; Developing and reviewing business cases; Gathering and analyzing internal spend and supplier performance data; Agreeing appropriate procurement strategies including negotiation strategies e.g. face to face / e-Auctions; Agreeing appropriate contract terms and commercial schedules for the procurement project; Drafting and/or quality assuring tendering documentation; Launching procurements via the e-Sourcing tool, and agreeing evaluation approach and educating stakeholders on evaluation methodology.

The challenge is to:

• Manage IT procurement projects and work with multiple stakeholders across Hong Kong, Singapore and if necessary, with other DF Countries supporting IT procurement team:
• Create and implement procurement strategies
• Works closely with stakeholders to review the scope and specifications, including service level agreements and key performance indicator requirements
• Create the sourcing documentation for RFI, RFx and E Auction via the Dairy Farm procurement system to achieve business objectives in terms of both quality and achieving best value for money.
• Lead objective evaluation and clarification process
• Participates and/or lead in contract negotiation, analyzes the technical and commercial scores to achieve business targets within the current market conditions.
• Complete the DocuSign contract approval process
• Analyze spend data to understand actual spend v contractual commitments, non-compliance and identify opportunities for improvements, different buying approaches and/or saving opportunities.
• Ensures compliance with legal, regulatory and IT security and cyber requirements.
• Complete the internal procurement governance including, drafting spend approval and contract recommendation papers, completing the saving tracker etc..
• Create and actively manage IT category plans
• Ensures compliance with legal, regulatory and IT security and cyber requirements
• To ensure integrity and ethics are sustained throughout the procurement process

Do you have experience in?

• 5-10 years for IT procurement experience
• Good command in English and strong communication, influencing and negotiation skills
• If you can speak in Cantonese and Mandarin is preferred but not required
• Degree or equivalent in Purchasing and Supply/Business or related discipline
• Experience in retail and multi-market industry is preferred but not required
• Experience of working in small team, able to follow end to end procurement process and work independently
• Strong at data capture/analysis/options generating, able to provide solutions
• Pro- active, Self-motivation, well-organized, efficient and abilityto work under pressure
• Achievement and goal oriented with good organization skills, ability to manage multiple projects simultaneously
• Strong computer literacy skills with excellent Excel spreadsheet knowledge.
