Chong Hua Hospital is looking to hire an experienced and highly motivated Procurement Manager who is responsible for the accuracy and integrity of all activities related to acquisition and purchasing for the hospital including procuring medical and non-medical supplies and equipment, ensuring that items purchased are compliant with the hospital’s purchasing guidelines and contracts; reviews and establishes standards that will guide the procurement team, requesting departments and suppliers in the efficient delivery of procurement services. The incumbent also establishes an efficient coordination system between requesting department and external agencies in achieving their respective business objectives.
The Purchasing Manager works closely with the Materials Management team to achieve departmental goals and provide quality service to customers both internal and external.
Develops and implements long-term procurement and sourcing strategies aligned with the hospital's strategic goals, operational requirements, and financial objectives.
Leads supplier relationship management initiatives by building strategic partnerships with key vendors to ensure sustainable supply, cost optimization, service excellence, and risk mitigation.
Identifies opportunities for cost savings, process improvements, and value creation through strategic sourcing, contract negotiations, vendor consolidation, and procurement analytics.
Conducts market intelligence and supply chain assessments to anticipate industry trends, pricing movements, supply risks, and emerging technologies that may impact hospital operations.
Establishes and monitors procurement performance metrics and key performance indicators (KPIs) to drive operational efficiency, compliance, and continuous improvement across the procurement function.
Provides strategic recommendations to Management on procurement policies, capital acquisitions, supplier investments, and resource allocation to support organizational growth and operational excellence.
Leads procurement risk management initiatives by developing contingency plans, ensuring supply continuity, and strengthening vendor governance and compliance programs.
Champions digital transformation and process automation initiatives within Procurement to improve transparency, efficiency, reporting capabilities, and decision-making.
Collaborates with key stakeholders across clinical, operational, finance, and support departments to align procurement strategies with organizational priorities and patient care objectives.
Drives sustainability, ethical sourcing, and regulatory compliance initiatives to ensure procurement practices support the hospital's corporate governance and social responsibility commitments.
Measures its level of efficiency of all procurement systems and programs and makes recommendations for its continuous improvement. Aligns all cost-control activities of team members with the programs and parameters set by the organization.
Resolves issues and concerns in relation to quality of service in the department or any relevant concerns escalated by department personnel in relation to completion of tasks or service delivery.
A graduate of any four-year course preferably a degree in Accounting, Finance or Business Administration. A post-graduate certificate or other relevant certification is an advantage.
At least twelve (10) years of related work experience; inclusive of managerial role, preferably in medical setting.
Possesses leadership qualities to aid in building, maintaining, and elevating relationships with CHH internal and external stakeholders and drive the achievement of business strategies and results.
Sound administrative principles
Excellent interpersonal skills.
Demonstrated proficiency in using standard office software applications, spreadsheets, and databases.
Must be well organized, detail–oriented and with sound numerical skills.
Good English communication skills, both oral and written. Can communicate in the Visayan and/or Tagalog dialect/s.
