Job summary

Action Against Hunger is seeking a capable Project Manager to lead planning, budgeting, reporting, and external coordination for humanitarian projects in coordination with the Head of Project/Head of Base. The role emphasizes MEAL, risk management, and compliance with donor obligations.

The ideal candidate will have university-level education, 3+ years in project cycle management, and strong English and Filipino language skills, with a focus on emergency response and multi-sectoral experience.

Qualifications

• University graduate.
• Demonstrated excellent knowledge and experience in Project Cycle Management.
• Excellent knowledge of budget management.
• Experience in assessment, monitoring, or evaluation of projects.
• Experience in implementing and managing multi-sectorial projects.
• Preferably experience in health response/vaccination campaigns.
• Knowledge in partnerships development and alliances is desirable.
• Experience in emergency response is a must.
• Risk mitigation experience.
• Demonstrated capacity to validate, analyze epidemiological data and provide course of actions.
• At least three (3) years’ relevant experience.
• Excellent English and Filipino language. Proficient in the local dialect is an advantage.
• Good knowledge of Office package.
• Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

Responsibilities

• Manage assigned project budget and forecast for activities.
• Coordinate with logistics, HR and finance to ensure efficient use of resources.
• Provide regular reports and updates on progress and challenges to the Head of Project/Head of Base.
• Represent Action Against Hunger with LGUs and external stakeholders.
• Support MEAL planning and ensure accurate reporting on indicators.
• Assist with archiving of verification sources and validation of beneficiaries.
• Support safety and security planning for project staff in coordination with Security Focal.

Job description

Contribute to the planning, implementation, day-to-day operations, and financial management of the project. The specific purpose of the position is to support the management and implementation of effective and efficient operational and compliance activities to deliver the project in accordance with internal and donor obligations and standard.

Objective 1: In coordination with the Head of Project/Head of Base plan and implement the activities

• With the Head of Project/Head of Base, develop a workplan to ensure the efficient and timely implementation of activities
• Regularly review the planning of activities with the Head of Project/Head of Base through weekly planning meetings.
• Manage assigned project budget for activities based on agreed workplan with the Head of Project/Head of Base
• Manage the project team to ensure that implementation plans are followed and changes are discussed and agreed with the Head of Project/Head of Base.
• Provide inputs for the monthly financial forecast for budget lines to the Head of Project/Head of Base for consolidation.
• Coordinate the activities with the logistics, HR and finance staff to ensure that human, financial and logistic resources are efficiently planned and used.
• Provide regular reports (as defined) to the Head of Project/Head of Base to update them on the advancement of activities and make them aware of any key challenges and support needed

Objective 2: Representation of Action Against Hunger with external stakeholders

• Represent Action Against Hunger with LGUs in project areas in the absence of the Head of Project/Head of Base
• Coordinate with other Head of Project/Head of Base and humanitarian actors in the area to ensure the efficient planning and use of resources.
• Ensure project activities are coordinated with relevant agencies and stakeholders in the sectors where Action Against Hunger is working.
• Support the establishment of necessary MoUs/MoAs with partners in consultation and agreement with the Head of Project/Head of Base, and Deputy Country Director.

Objective 3: Monitoring and Reporting

• Support the Head of Project/Head of Base to develop a MEAL plan for the project which addresses the internal and external reporting requirements.
• Based on the agreed MEAL plan, provide regular inputs to the Head of Project/Head of Base to ensure the accurate reporting on indicators.
• Provide narrative inputs for narrative reports to the Head of Project/Head of Base.
• Ensure proper and timely archiving of sources of verification
• Screen received documents and ensure the potential beneficiaries comply with the required standards to benefit from the project.

Objective 4: Manage safety and security of project staff in Bicol in coordination with the Head of Base and Security Focal

• Work with the Head of Project/Head of Base and Security Focal to plan project staff movements.
• Ensure that project staff follow and respect security rules and SOPs during activities in the filed.
• Report any relevant context changes and security incidents to the Head of Project/Head of Base and Security Focal.

Objective 5: Co-Managing of project-specific Admin, HR, and Communications matters

• Coordinate the budget forecast and follow up and participate in the design of new budgets with Head of Project/Head of Base.
• Comply with HR policies and systems established in the mission.
• Comply with the necessary branding and communications guidelines of the organization.
• Ensure timely and quality uploading of project Photos/Videos to Action Against Hunger Capital.
