Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), UN Volunteers with at least twelve (12) months of continuous service in IOM, and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.
This Call for Applications aims to establish a roster of qualified candidates who may be mobilized to support the Mission’s surge staffing requirements during disasters, emergencies, and other humanitarian response operations.
Please note that there is currently no confirmed start date or immediate deployment opportunity associated with this roster. The engagement of roster members will depend on operational requirements, the nature and scale of emergency responses, funding and budget availability, and the Mission’s staffing needs.
Candidates who submit an application acknowledge their interest in being considered for future emergency response assignments and are expected to maintain their availability should their services be required. If selected for deployment or engagement, roster members must be locally available and be prepared to promptly complete all necessary onboarding, documentation, and administrative requirements within the prescribed timeframe.

Independently lead and coordinate the implementation of emergency health response projects, ensuring that activities are delivered according to approved work plans, technical standards, and donor requirements. Monitor implementation progress, identify operational challenges, and recommend adaptive measures to respond effectively to evolving humanitarian and public health needs.
Research, monitor, analyse, and present informationon public health emergencies, disease outbreaks, disaster impacts, national health policies, and humanitarian developments to inform project implementation, planning, and decision-making.
Monitor project budget utilizationby tracking expenditures, verifying fund availability, and maintaining accurate records of approved budgets and revisions to ensure efficient and compliant use of resources.
Coordinate the financial, administrative, operational, and technical aspectsof health response projects in accordance with IOM policies, donor agreements, and humanitarian standards.
Plan, organize, and facilitate capacity-building activitiesfor government counterparts, healthcare workers, local partners, and IOM staff on emergency health response, preparedness, infection prevention and control, community engagement, and other relevant technical areas.
Represent the project in coordination meetings and technical working groups, maintaining strong collaboration with the Department of Health, local government units, UN agencies, Health Cluster partners, NGOs, donors, and other stakeholders to ensure coordinated and effective health response interventions.
Lead the preparation of correspondence, situation reports, briefing notes, presentations, donor reports, and other project documentation, ensuring timely, accurate, and high-quality reporting on project progress, achievements, challenges, and financial status.
Document good practices, lessons learned, and operational innovations, contributing to the development of standard operating procedures (SOPs), technical guidance, concept notes, and proposals to strengthen emergency health programming and future response initiatives.
Supervise, mentor, and provide technical guidanceto project staff, fostering a collaborative work environment and supporting professional development to ensure effective project implementation.
Perform any other duties as assignedto support the effective implementation of emergency health response activities and the achievement of IOM's humanitarian and public health objectives.
Bachelor’s degree in Health, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field from an accredited academic institution with five years of relevant professional experience; or,
High School diploma with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organisations;
Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
Prior work experience with international humanitarian organisations, non-government or government institutions/organisation in a multi-cultural setting is an advantage.
Knowledge of emergency preparedness, disaster response, and humanitarian operations in the Philippines.
Strong understanding of Disaster Risk Reduction (DRR), Climate Change Adaptation (CCA), and humanitarian principles and standards.
Excellent analytical, organizational, and problem-solving skills.
Strong written and verbal communication skills, including technical and donor reporting.
Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, and Teams.
All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).
For this position, Filipino and other local languages in the Philippines are desirable.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
