Job summary

Universal Robina Corporation Sugar and Renewables is seeking a Pollution Control Officer to ensure environmental compliance across operations in the Philippines. The role covers permits, monitoring, reporting, and continuous improvement of pollution control measures.

  • DENR Pollution Control Officer Certification or related certification preferred.
  • 2–3 years in pollution control, environmental management, or compliance in manufacturing.
  • Experience in preparing/submitting environmental reports and monitoring performance.

Responsibilities

  • Ensure compliance with local/national environmental laws (Clean Air Act, Clean Water Act).
  • Manage environmental permits, licenses, and reporting to DENR and LGUs.
  • Monitor and operate wastewater treatment, air pollution control, and hazardous waste systems.
  • Coordinate with engineering/maintenance/production to minimize emissions and waste.
  • Perform environmental risk assessments and internal audits; support external audits.
  • Lead incident investigations and implement corrective actions.
  • Develop training programs on environmental policies and compliance.

What are the Roles and Responsibilities?

The Pollution Control Officer (PCO) is responsible for ensuring compliance with environmental regulations and managing pollution control measures to reduce the environmental impact of company operations. The PCO will oversee the implementation of environmental policies, manage permits, and report to regulatory bodies. This position plays a key role in ensuring sustainable operations and legal compliance.

Key Responsibilities:
Environmental Compliance:
  • Ensure the company’s operations comply with local and national environmental laws, such as the Clean Air Act, Clean Water Act, and other applicable regulations.

  • Keep up to date with changes in environmental regulations and ensure any updates are integrated into the company’s processes.

  • Ensure that the company obtains and maintains all necessary environmental permits and licenses.

2. Pollution Control
  • Monitor and operate pollution control systems such as wastewater treatment plants, air pollution control devices, and hazardous waste disposal systems.

  • Ensure the proper functioning of pollution control equipment by conducting regular inspections, maintenance, and performance checks.

  • Work with the engineering, maintenance and production teams to recommend and implement equipment and upgrades or process modifications to minimize emissions, waste, and environmental impact.

3. Permit Management
  • Manage the application, renewal, and compliance requirements for environmental permits, including but not limited to air emissions, water discharge, and hazardous waste handling.

  • Maintain an accurate and comprehensive record of permits, certifications, and compliance reports.

  • Submit timely reports to regulatory authorities such as the Department of Environment and Natural Resources (DENR) and local government units (LGUs).

4. Environmental Monitoring and Reporting
  • Conduct routine monitoring of air emissions, wastewater, and hazardous waste in accordance with environmental laws and company policies.

  • Prepare and submit regular environmental reports, including Self-Monitoring Reports (SMRs), Compliance Monitoring Reports (CMRs), and Hazardous Waste Manifest.

  • Analyze environmental data and generate actionable insights to improve environmental performance.

5. Waste Management
  • Implement and oversee waste management programs, ensuring proper segregation, storage, transportation, and disposal of hazardous and non-hazardous waste.

  • Coordinate with accredited waste haulers and disposal facilities for the proper handling of hazardous materials.

  • Track waste generation and disposal to ensure compliance with waste reduction and recycling initiatives.

6. Risk Assessments and Environmental Audits
  • Perform environmental risk assessments to identify potential sources of pollution or non-compliance.

  • Conduct regular internal audits to ensure environmental practices meet the required standards and identify areas for improvement.

  • Facilitate external audits and inspections by government agencies and third-party auditors.

7. Incident Response and Corrective Actions
  • Lead investigations into environmental incidents such as spills, discharges and emissions exceedances, or non-compliance issues.

  • Document incidents, analyze root causes, and develop corrective and preventive action plans.

  • Ensure that corrective measures are implemented and monitored for effectiveness.

8. Training and Environmental Awareness
  • Develop and conduct training programs to educate employees on environmental policies, pollution prevention, and regulatory compliance.

  • Raise awareness about the importance of environmental protection and sustainable practices through workshops, seminars, and informational campaigns.

9. Documentation and Record Keeping
  • Maintain up-to-date records of all environmental permits, reports, audits, and compliance documentation.

  • Ensure that all environmental data, including discharges, emissions, waste disposal, and resource consumption, are properly documented and stored for regulatory review.

10. Stakeholder Coordination
  • Act as the primary liaison with regulatory agencies (e.g., DENR, LGUs) for environmental compliance and inspections.

  • Coordinate with other departments (e.g., operations, maintenance, engineering) to ensure environmental standards are met during daily operations.

  • Collaborate with external consultants, contractors, and suppliers to implement environmental programs and improvements.

11. Sustainability Initiatives
  • Support and promote the company’s sustainability initiatives, including energy efficiency, water conservation, waste reduction, and carbon footprint reduction.

  • Recommend strategies to minimize the environmental impact of operations, products, and services.

Qualifications:
  • Education:

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Chemical Engineering, or a related field.

  • Preferably with Pollution Control Officer Certification from DENR or related certification.

  • Experience:

  • At least 2-3 years of experience in pollution control, environmental management, or compliance in an industrial or manufacturing setting.

  • Experience in preparing and submitting environmental reports, monitoring environmental performance, and managing pollution control equipment.

  • Technical Skills:

  • Strong knowledge of Philippine environmental laws and regulations, including the Clean Air Act, Clean Water Act, and Solid Waste Management Act.

  • Familiarity with pollution control technologies and environmental monitoring equipment.

  • Proficiency in environmental management systems (ISO 14001 is a plus).

  • Competent in Microsoft Office applications for reporting and data management.Competencies:

  • Strong attention to detail and accuracy in managing environmental data and reports.

  • Excellent organizational and time management skills to handle multiple tasks and meet deadlines.

  • Effective communication skills to liaise with government agencies and provide training to employees.

  • Problem-solving and analytical skills to identify issues and recommend corrective actions.

  • Ability to work independently and collaboratively with different departments.

  • Certifications:

  • Certified Pollution Control Officer (PCO) by the DENR is required.

  • Additional certifications in hazardous waste management or environmental compliance are an advantage.
