PROJECT BACKGROUND

The Global Green Growth Institute (GGGI), as Delivery Partner of the Department of Finance (DOF), the National Designated Authority (NDA) to the Green Climate Fund (GCF), is implementing the Third Readiness and Preparatory Support Programme (RPSP 3), entitled "Strengthening Climate Finance Readiness in the Philippines through Institutional Capacity and Strategic Framework." The five-year programme aims to strengthen institutional capacity, improve strategic climate planning, develop an investment-ready climate finance pipeline, and enhance knowledge management and oversight systems to accelerate implementation of the Philippines's Nationally Determined Contribution (NDC), National Adaptation Plan (NAP), and Long-Term Strategy (LTS).

As part of the implementation of RPSP 3, GGGI will engage an Individual Consultant to provide high-level technical and strategic support to the Department of Finance – International Finance Group (DOF-IFG) in strengthening institutional capacity for climate finance coordination, international finance operations, and oversight of climate-related investment programmes.

OBJECTIVES OF THE ASSIGNMENT

The Consultant Will Support The Implementation Of Activities Under Outcome 2.3 (Implementation, Financial Management, Monitoring And Reporting) And Contribute To The Effective Coordination Of Climate Finance Initiatives Under The RPSP 3. Specifically, The Consultant Will Support

  • Provision of strategic technical advice on international climate finance operations, including coordination, review, and facilitation of GCF- and ODA-related programmes and initiatives;
  • Monitoring and assessment of the preparation and implementation of climate finance and ODA-funded projects, including identification of implementation bottlenecks and development of recommendations to improve project delivery; and
  • Strengthening of institutional systems for monitoring, reporting, data management, and policy development to enhance the Department of Finance's oversight and coordination of climate finance programmes and investments.

The Consultant is expected to work closely with DOF, relevant government agencies, accredited entities, development partners, and other stakeholders to ensure that all outputs are technically sound, aligned with GCF requirements, and suitable for institutional adoption.

SCOPE, DELIVERABLES AND PAYMENT SCHEDULE

Under the strategic direction of the Department of Finance (DOF), the consultant shall undertake the following tasks:

I. Support to IFG Operations
  • Provide technical advice and support to IFG on matters relating to international finance operations, particularly in the coordination, negotiation, sourcing and/or mobilization of external financial resources (e.g., loans and grants), including those supporting climate programs and projects;
  • Provide due diligence and technical support in the review, processing and facilitation of all IFG-related documents to ensure compliance with applicable laws, rules and regulations, as well as agreed timelines with the counterparts;
  • Support coordination efforts among internal units of DOF, government agencies, development partners, and other stakeholders to ensure alignment of priorities, timely exchange of information, and smooth implementation of IFG-related initiatives;
  • Coordinate the consolidation of inputs, comments, and technical requirements from concerned offices, and ensure completeness and consistency of submissions to concerned offices;
  • Monitor timelines and deliverables of IFG to ensure adherence to agreed schedules and commitments;
  • Provide technical support in the preparation of financial analysis, position papers, background notes, policy notes, or related materials/reports on more complex and novel issues; and
  • Perform other functions or tasks as may be assigned from time to time by the IFG Undersecretary and Assistant Secretary or its equivalent rank.
II. ODA-Funded Infrastructure Project Preparation and Implementation
  • Provide in-depth technical analysis and recommendations on issues concerning the preparation and implementation of ODA-funded infrastructure projects, including those supporting programs and projects with climate adaptation and mitigation components and objectives, particularly those experiencing delays and cost increases due to procurement issues, right-of-way acquisition concerns, budget constraints, and other implementation bottlenecks;
  • Undertake necessary consultations and coordination with relevant government agencies, development partners, and other stakeholders to:
    • identify key issues affecting ODA-funded infrastructure projects;
    • monitor physical and financial accomplishments, including progress against targets and projections;
    • formulate concrete and implementable solutions to address such issues; and
    • determine appropriate policy interventions to prevent recurrence of similar project constraints.
  • Provide technical support for the regular monitoring and evaluation of ODA-funded infrastructure projects, including detailed tracking of project preparation and implementation status, identification of potential delays, and assessment of progress made on proposed policy interventions.
III. Monitoring Systems and Data Management
  • Provide technical support for the development, enhancement, and maintenance of the DOF-IFG database for ongoing and pipeline projects funded by or proposed to be funded by ODA, , including those supporting climate programs and projects;
  • Provide technical support to ensure that said DOF-IFG database is regularly updated at least twice a month, or as necessary, to maintain the accuracy, completeness, and readiness of information.
IV. Policy Development and Strategic Advisory
  • Provide technical support in the formulation and/or review of new and existing guidelines, procedures, and policies to further improve and streamline government approval processes, particularly those concerning international finance operations;
  • Provide technical assessment and advisory inputs on international finance strategy, planning, and programming of ODA-projects;
  • Conduct research regarding relevant international or domestic developments such as but not limited to foreign or economic policies affecting or relating to implementation of ODA-funded projects;

The above-mentioned duties and responsibilities shall be carried out in compliance with the Philippine applicable laws, policies, rules and regulations. The Senior Technical Consultant shall not exercise control or supervision over regular and career employees.

For deliverable-based contracts, payment will be made upon the Project Manager's review and clearance of the submitted deliverables.

Monthly Technical Progress Report (October 2026) A monthly technical progress report summarizing technical advisory services provided to DOF-IFG during the reporting period, including: (i) technical support on international finance operations and coordination of IFG activities; (ii) review and facilitation of IFG documents, endorsements, and technical submissions; (iii) coordination with government agencies, development partners, and stakeholders; (iv) technical analysis and recommendations on ODA-funded infrastructure projects; (v) monitoring of project implementation issues and proposed policy interventions; (vi) updates to the DOF-IFG ODA project database; (vii) technical inputs to policy notes, briefing materials, concept notes, and strategic documents; and (viii) key accomplishments, issues encountered, recommendations, and work plan for the succeeding month. Expertise Required
  • Bachelor's degree in Economics, Finance, Public Administration, Business Administration, Engineering, International Development, or a related field; a Master's degree is an advantage.
  • At least three (3) years of relevant professional experience in international finance, official development assistance (ODA), project preparation and implementation, project management, monitoring and evaluation, or related fields.
  • Demonstrated knowledge of international finance operations, public sector investment processes, and relevant government policies and procedures.
  • Excellent analytical, writing, and verbal communication skills, with the ability to prepare high-quality technical reports, briefing notes, and policy papers.
  • Strong coordination, facilitation, and stakeholder engagement skills, with experience working in multi-agency and multi-stakeholder environments.
  • Ability to synthesize complex technical information into clear, concise, and actionable recommendations.
  • Experience working with multilateral development banks, international financial institutions, or development partners is an advantage.
