Green Finance Institute seeks a Manila-based consultant to support offshore wind port infrastructure financing. You will deliver financial modelling, market and regulatory analysis, and stakeholder engagement across the programme's initial delivery phase through 31 March.

Please note that is a consulting engagement. You will be contracted by GFI either as an individual consultant, through your own limited company or via a local agent. You will therefore be responsible for managing your own tax obligations and will not be entitled to local employment benefits.
Location: Philippines (Manila based or at least able to attend key engagements in Manila)
Term: initial fixed-term consultancy project for 6 months, with potential for further work
Commitment: approximately 20 days a month

Established in 2019, the Green Finance Institute (GFI) is an independent advisor to governments and investors. It is at the forefront of shaping how finance can be used to facilitate a real economy transition, by designing, testing, and scaling financial solutions that enable capital to flow where it can deliver the greatest impact in the real economy.
The GFI delivers positive outcomes for climate and nature by aligning policy, capital and pipeline development. As a commercially focused philanthropic organisation working with governments and partnering with financial institutions, corporates, NGOs, policymakers, academics and civil society experts, the GFI has mobilised over £80bn in committed capital to date.
The GFI is headquartered in London and has a presence in eight countries including Belgium, Brazil, Denmark, Indonesia, the Philippines, Scotland, South Africa and Spain, and its missions work across the built environment, carbon dioxide removals, industrial decarbonisation, energy, transportation and nature.
The GFI is delivering a programme to support the Philippines to accelerate a just energy transition, with the support of the British Embassy Manila, under the UK's Foreign, Commonwealth and Development Office (FCDO). Offshore wind (OSW) is central to the Philippine Energy Plan, but the enabling port infrastructure required to deliver it remains unbankable under current conditions. The Programme applies a proven UK offshore-wind port-financing methodology, adapted to Philippine fiscal reality, to design a long‑term risk‑sharing mechanism and to aggregate corridor‑level developer demand into a bankable transaction.
This is an opportunity to join a small, fast-moving team delivering an ambitious infrastructure‑finance initiative: turning offshore wind's port‑infrastructure gap into a bankable transaction and driving the adaptation of renewable energy in the Philippines. Working closely with the Programme Lead, a targeted Senior Technical Advisor and GFI's London‑based modelling team, you will provide financial modelling, market analysis and stakeholder‑engagement support across the Programme's initial delivery phase to 31 March.
This is a hands‑on role for an organised, technically strong individual who can build financial models, translate regulatory detail into clear analysis, and coordinate with counterparts on the ground. You will support the Programme from first‑cut modelling through to funder‑ready outputs, helping keep the transaction on track toward Final Investment Decision (FID).
