Job summary

UNFPA Philippines seeks a consultant to design and implement a monitoring and evaluation framework for the NAP-ECEFMU, aligned with RBM principles. The assignment covers data systems, governance, tools, and stakeholder consultations to support national-level reporting.

The consultant will coordinate with DSWD PSB and CWC, working primarily from home with in-person coordination in Metro Manila. A master’s degree and strong M&E experience are required.

Qualifications

• Advanced degree in social sciences or public policy.
• Proven monitoring and evaluation experience.
• Excellent written and oral communication skills.
• Strong facilitation and stakeholder engagement abilities.
• Solid understanding of Philippine government systems and governance.

Responsibilities

• Develop and implement an M&E framework aligned with RBM for NAP-ECEFMU.
• Map data systems and establish governance for national and local reporting.
• Create tools, templates and an operational guide for agencies and LGUs.
• Lead structured consultations with government and partners.
• Support validation and finalization of deliverables with stakeholders.
