Job summary

Qualifications

  • Bachelor's degree in Electrical, Mechanical, Industrial Engineering or related discipline.
  • Professional Engineer registration is an advantage.
  • Minimum 5 years of experience in renewable energy, power, infrastructure or EPC projects.
  • Experience with DOE, ERC, IEMOP, BOI and BOC regulatory requirements preferred.

Job Summary: The Construction Regulatory & Trade Compliance Manager is responsible for managing all regulatory, statutory, and trade compliance requirements necessary to support the successful construction, commissioning, energization, and commercial operation of renewable energy projects. The role ensures full compliance with applicable government regulations while maximizing investment incentives and facilitating the timely importation of critical equipment. The position serves as the primary interface with the Department of Energy (DOE), Energy Regulatory Commission (ERC), Independent Electricity Market Operator of the Philippines (IEMOP), Board of Investments (BOI), Bureau of Customs (BOC), and other government agencies to secure approvals, maintain regulatory compliance, and ensure project readiness for commercial operation.

Key Responsibilities:
Regulatory Compliance Management

Lead and manage all regulatory compliance activities throughout the project lifecycle. Develop and maintain a comprehensive regulatory compliance plan and milestone tracker. Ensure compliance with applicable Philippine laws, regulatory requirements, Grid Code, Distribution Code, Market Rules, and company governance standards. Monitor regulatory developments and recommend actions to ensure continuous compliance.

DOE and Government Regulatory Coordination

Manage all documentary submissions and compliance requirements with the Department of Energy. Coordinate project registrations, construction milestones, commissioning reports, completion reports, and operational compliance requirements. Liaise with national and local government agencies to facilitate regulatory approvals and permits.

ERC Regulatory Management

Prepare, coordinate, and monitor regulatory applications and documentary submissions required by the Energy Regulatory Commission. Coordinate responses to regulatory inquiries and requests for additional information. Ensure timely completion of all ERC compliance obligations before and after commercial operation.

IEMOP and WESM Compliance

Lead project registration with the Independent Electricity Market Operator of the Philippines. Coordinate market registration requirements for generation facilities. Facilitate metering, communication, testing, and market readiness activities. Support successful project participation in the Wholesale Electricity Spot Market.

BOI Incentives Management

Manage compliance requirements associated with BOI project registration. Monitor investment commitments and reporting obligations. Coordinate documentary submissions necessary to maintain fiscal and non-fiscal incentives. Work closely with Finance and Tax teams to maximize project incentives.

Importation and Customs Compliance

Coordinate importation activities for major project equipment and materials. Manage customs documentation, import permits, tax exemption requirements, and customs clearance processes. Coordinate with customs brokers, freight forwarders, logistics providers, and suppliers to ensure timely equipment delivery. Ensure compliance with BOI incentives and Bureau of Customs regulations. Monitor shipment status and proactively resolve customs-related issues to avoid project delays.

Stakeholder Coordination

Serve as the primary regulatory focal point for: DOE, ERC, IEMOP, BOI, BOC, NGCP, Distribution Utilities, Customs Brokers, Logistics Providers, EPC Contractors, Consultants.

Compliance Monitoring and Reporting

Maintain regulatory dashboards, compliance trackers, and reporting schedules. Prepare regular compliance reports for project management and senior leadership. Ensure complete documentation and proper record management for regulatory audits.

Process Improvement

Develop standardized compliance procedures, templates, and document control systems. Identify opportunities to improve regulatory processes and reduce approval timelines. Capture lessons learned and continuously improve compliance management practices across projects.

Pre-requisites

- Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Industrial Engineering, or a related discipline.
- Professional Engineer registration is an advantage.
- Minimum of 5 years of experience in renewable energy, power generation, transmission, infrastructure, or EPC projects.
- Experience handling DOE, ERC, IEMOP, BOI, and BOC regulatory requirements is highly preferred.
- Knowledge of Philippine Renewable Energy regulations, WESM registration, customs procedures, and investment incentive programs.
- Strong project coordination, documentation, and stakeholder management skills.
- Excellent communication, planning, and analytical abilities.
