Vena Energy seeks an experienced Owner’s Representative to oversee electrical installation and control systems for a major wind farm, ensuring conformance to drawings, specs and international codes. You will lead QA and inspections, coordinating with contractors, authorities, and internal teams to manage risks and schedule.
Responsibilities include reviewing ITPs, test packages, NCRs, and maintaining QA records to support handover and commissioning with a strong safety focus.
Serves as the Owner’s Representative overseeing electrical and control system installations to ensure compliance with drawings, specifications, and applicable standards. Leads quality assurance and inspection activities by reviewing ITPs, test packages, contractor records, and NCRs to ensure safe and compliant delivery. Monitors contractor performance across cabling, substations, transmission lines, and grid connection works, supporting timely handover and commissioning. Coordinates with contractors, authorities, and internal teams to manage risks, resolve issues, and track progress against schedule and design requirements. Demonstrates strong safety leadership while maintaining documentation, supporting audits, and driving continuous quality improvement.
Act as Owner’s representative of the company to oversee and inspect the electrical installation and control system in conformance to E & I drawings, Project Specification, International codes and local standards (IEEE, IEC, NFPA, NEMA, PGC, EC 1 & 2). Assist EBOP Manager by enforcing quality control and assurance without compromising the safety aspect of the company asset. Review Project Quality Plan which meets the expectation and needs of the project and overall operational quality needs. Review inspection report and records of quality control carried out by execution contractor. Assess adequacy and competence of execution contractor quality. Recommend and leads effort for establishing sustaining improvement process. Identify and resolve exception root cause analysis and corrective action /recovery plan through defined communication plan. Perform inspection and review report of condition found during inspection activities, notify the Contractor of significant problem and complete documentation necessary attest to satisfactory completion of inspection or test activity. Responsible for performing quality evaluation on standard according to engineering drawing, specification and as per Inspection Test Plan (ITP) and method statements. Also responsible for maintaining NCR register and tracking. Provide timely and accurate information on issues that may impact the hand over progress. Assist in coordination of review and audit plans for the various hand over phases. Liaise with related team to ensure that handover activities are executed in line with project expectations and requirements. Review electrical test package / project dossier prior for hand over to commissioning team and be able to close issues in resolved the noncompliance report. Review and approve Inspection and Test Plans to verify that execution of contractor is performing all required inspections and witnessing all required tests and hold points for company inspection. Monitor and control the BOP contractor’s work associated with cabling, substation, and transmission line establishment for a major scale wind farm Support with the contractor and authorities’ communication for all electrical scope related aspects Assist in management and oversight of Grid Connection Agreements and the respective grid operators and their scope Support the development and implementation of Contract Management Plans for the relevant contractors Ensure that the entire scope of work of all contractors is delivered as per specifications and on time Execute checks of documents availability confirming quality characteristics of designs, products, materials, and equipment, used during construction of an object – technical passport, certificate, lab tests results certificates etc. Participate, contribute, and provide leadership in toolbox talks, safety inductions and risk assessments Verify all contractor deliveries meets the quality specifications and establish and maintain the QA records of the same Support the implementation and follow-up of appropriate risk management and environmental protection measures. Keep a daily dairy of events that may be relevant for contractual discussions and disputes later Verify contractors’ formal acceptances of deliveries from subcontractors / suppliers Participate in Permit to Works meetings with subsequent sign-off of PTW’s. Monitor work progress vs. schedules and act accordingly in case of delays. Monitoring compliance with technological processes during construction. Evaluate the consequences of activities for risk impact on cost and plan. Support and monitor the interface between different contractors. Interact with Technical and Author Supervision representatives. Provide daily progress reports in coordination with contractors. Demonstrate Safety Leadership and lead by example. Ensure that the Basis for Design is adhered to in full. Support the approval of the suppliers’ quality plans. Support the approval of milestone deliveries. Support as built and IFC documentation. Perform other tasks as required.
BSc or MSc in Electrical Engineering & Licensed Electrical Engineer 5+ years of relevant construction engineering experience from other power production plants Ideally experience from wind power plants Good knowledge about Philippine Grid Code, PEC and international electrical standards. Experience in working with Utilities and Transmission companies. Comprehensive contract and QA management experience
