Job summary

The International Committee of the Red Cross (ICRC) Manila delegation is seeking a procurement professional to manage end-to-end purchasing for operational needs. You will ensure timely, quality, and cost-effective acquisitions in line with ICRC procedures.

Responsibilities include supplier research, drafting RFQs and contracts, tracking deliveries, receiving goods, and processing payments, with a focus on compliance and reporting. It is open to Philippine residents only.

Qualifications

• 2+ years work experience in Purchasing and/or Logistics.
• ERP software proficiency required (JDE preferred or SAP).
• Very good computer literacy (Word and Excel).
• Strong written and spoken English proficiency.

Responsibilities

• Procure goods and services for ICRC Manila in a timely and compliant manner.
• Research availability of goods/services and support sourcing.
• Draft RFQs/Quotations, selection tables and contracts for validators.
• Follow up on purchases and deliveries ensuring specifications and contracts are met.
• Receive goods and verify quantity/quality against orders.
• Process supplier invoice payments on time and maintain reporting/compliance.

Job description

JOB PURPOSE

Facilitates end-to-end procurement of goods and services for ICRC Manila delegation’s operational needs, in accordance with ICRC procedures. Ensures purchases are timely, of good quality, and of best value for the delegation.

RESPONSIBILITIES

• Ensures that requests from internal customers are purchased in a timely and efficient manner, and in compliance with all ICRC procedures.
• Conducts research into the availability of goods and services.
• Drafts Requests for Tenders/Quotations, selection tables and contracts and submits them to their hierarchical validators.
• Follows up on purchases and deliveries and checks that they confirm with specifications and contract details.
• Receives goods and checks that they correspond to quality and quantities ordered.
• Ensures that payment for all supplier invoices are processed and paid on time.
• Ensures all reporting and compliance requirements are performed correctly and on time.

REQUIRED PROFILE

• Work experience in Purchasing and/or Logistics (at least 2 years). Experience in construction and/or contracting is a plus
• Proficiency in the use of ERP software, JDE (preferred) or SAP
• Very good computer literacy (Word and Excel)
• Very good command of written and spoken English
• Previous experience in humanitarian work is a plus
• Knowledge in driving is a plus
