Job summary

FDC Utilities, Inc. in Metro Manila is seeking an Instrumentation and Control Engineer to support ETS daily activities and perform frontend engineering tasks for power industry projects.

Responsibilities include preparing bid documents, reviewing supplier drawings, and coordinating with EPC contractors and engineers on site. Qualifications

  • Bachelor’s Degree in Instrumentation and Control Engineering is required.
  • Registered Instrumentation & Controls Engineer status is required.
  • Experience in power plant design and project execution preferred.

Responsibilities

  • Direct support to the Lead Instrumentation and Control Engineer.
  • Prepare Bid Documents including NDA, ITB, Bid Data Sheet, specs, drawings, BOQ, and more.
  • Assist in evaluating bidders' technical qualifications and proposals.
  • Review instrumentation and control equipment specifications, drawings, and procedures.
  • Coordinate with ETS, EPC contractor, Owner Engineers, and stakeholders on site.
  • Review and comment on control system designs, schematics, and layouts.
  • Participate in daily huddles, design meetings, and minutes of meetings.
  • Support installation and commissioning of field instruments and control systems to meet specs and standards.
  • Conduct inspections, witness tests, and calibrations; help resolve issues.
  • Raise RFI, SOR, and NCRs for non-conforming equipment or installations.
  • Interpret detailed instrumentation schematics for plant systems and projects.

Job description

Job Summary

To provide technical assistance to ETS team in day-to-day activities. To perform various Front-End-Engineering assignments requiring the application of basic principles and fundamental theories in the power industry practices related to instrumentation and Controls engineering discipline. Prepare technical documents like but not limited to drawings, plans, reports, schedule, bid documents and other documents as per project basis.

Duties and Responsibilities

KEY FUNCTIONS/DUTIES AND RESPONSIBILITIES:

1. Direct support to the Lead Instrumentation and Control Engineer

2. Prepare Bid Document (Non-Disclosure Agreement, ITB-Instruction to Bidders, Bid Data Sheet, Engineering Specifications, Drawings, Bill of Quantities, Basis of Design, Minimum Functional Specifications, Eligibility Documents, General Conditions of Contract, Special Conditions of the Contract, Bidders Qualification Information and other Forms as required).

3. Assist in evaluating technical qualifications of the bidders like but not limited to single largest completed contact, ongoing contracts, technical expertise, compliance.

4. Conduct review and provide comments on the submitted documents involving instrumentation and control equipment specification, drawings, test procedures, ITP and equipment specifications.

5. Coordinates within ETS multi engineering discipline (civil, electrical, mechanical), EPC contractor, Owner Engineers, Lender Engineers, on site project team and any other stakeholders involve.

6. Conduct reviews and give comments on instrumentation and control system and equipment specifications, design description and drawings.

7. Actively participate in daily huddle meetings, weekly design meeting and other meetings as needed. Provide an update and minutes of meeting as required.

8. Support the installation and commissioning of field instruments, analysers, control equipment, and systems to ensure they meet design specifications and comply with relevant industry standards and regulations.

9. Conduct inspections and witness tests and calibrations of instrumentation and control systems to ensure functionality and reliability. Assist in resolving issues that arise during inspections/testing

10. Raise RFI (Request for Information), SOR (Site Observation Report) and if necessary, NCR’s if the equipment supplied, works or activities are non-compliant and or equipment installation conditions are unsatisfactory and not meet the design requirements.

11. Participate in the interpretation of detailed instrumentation and control schematics, layouts, diagrams, designs, and specifications for various systems related to firm power plant projects.

12. Perform other duties as may be assigned by the management like but not limited to monitor and updates the existing trackers and administrative task.

Technical Competencies and Skills
  • Proven experience in the field of Instrumentation and Control engineering in the area of design and project execution with time management capabilities.

Understanding of the process control and automation.

  • Ability to read and understand instrumentation and control schematics, layouts, diagrams, designs, and specifications
  • With basic knowledge using various design software like but not limited to CAD and 3d modelling.

Ability to generate written report using Microsoft applications software (Word, Power Point, Excell, Acrobat, etc.).

  • Experienced in any field of engineering/design, construction, commissioning and maintenance in power plant environment.
  • Familiar with Instrumentation and Control Engineering codes and standard, safety regulations and compliance as well as local regulations from DOLE, DENR, etc.
  • Excellent problem‑solving skills and attention to detail.

With basic leadership and management skills. Ability to manage multiple tasks and prioritize effectively. Comfortable in dealing with stakeholders and processing information.

Education, Trainings and Licenses Required

Bachelor’s Degree in Instrumentation and Control Engineering, Registered Ibstrumentations and Controls Engineer
