Job summary

DT Global Asia Pacific is seeking a Gender Equality, Disability and Social Inclusion (Inclusion) Lead for the EQUIP program in the Philippines. You will champion GEDSI integration across design and delivery, collaborating with DFAT and program partners to ensure GEDSI considerations guide decision making and activities.

You will lead strategy development, coordinate research and field activities, and manage technical advisers while providing policy advice to DepEd and stakeholders.

Qualifications

  • Experience integrating GEDSI approaches within education, youth, or workforce programs.

Responsibilities

  • Lead the development and implementation of the Inclusion Strategy and Action Plan for EQUIP.
  • Oversee GEDSI research, analysis and field activities as required.
  • Manage technical advisers and partners delivering GEDSI initiatives.
  • Conduct GEDSI analyses of pilot schools and partner activities to identify priorities.
  • Provide technical advice to DepEd, partners and stakeholders to apply GEDSI findings.
  • Deliver training and mentoring to EQUIP staff and partners to strengthen GEDSI capabilities.
  • Develop practical toolkits, resources and guidance for GEDSI integration in policy and programming.

The Education Quality for Inclusive Prosperity (EQUIP) is a new Australian-funded program, implemented in the Philippines. EQUIP supports the Philippine Government's efforts to strengthen senior secondary school education and ensure that senior secondary school learners have the skills to participate meaningfully in the labour force. EQUIP is a partnership between the Governments of Australia and the Philippines and will contribute to Philippine Government-led education reforms including the Philippine Department of Education (DepEd) 5-Point Reform Agenda which aims to harness the potential of young Filipinos. EQUIP aims to support the Philippines' inclusive economic growth ambitions by ensuring the labour force is well equipped with skills relevant to meet the needs of the country's rapidly transforming economy. EQUIP aims to promote skills development in senior high school and enable a smooth transition to the labour force, whether immediately upon leaving school or after further education. It will also support Philippine Government agencies improve its policies and practices to support relevant skills pathways for senior secondary school learners.

The Role

The Gender Equality, Disability and Social Inclusion (Inclusion) Lead will lead the implementation of EQUIP's GEDSI Strategy and initiatives. The Inclusion Lead will be a member of the EQUIP leadership team, working collaboratively with the DFAT and Program partners, to ensure GEDSI is a key consideration in all programs decision-making processes and integrated into activity design and delivery.

Key Responsibilities
  • Lead the further development and periodic review of the Inclusion Strategy and accompanying Action Plan, defining EQUIP's approach to GEDSI and alignment with the Annual Work Plan and Program Strategy. Identify initiatives, entry points, and resources required to support GEDSI integration across all EQUIP activities.
  • Lead implementation of the Inclusion Strategy across the EQUIP program, including undertaking or overseeing research, analysis, and field activities as required.
  • Manage technical consultants and support Program partners involved in delivering GEDSI initiatives and integrating GEDSI considerations into program activities.
  • Undertake GEDSI analyses of the Program's pilot schools and partner activities to identify priorities and approaches for strengthening gender equality, disability inclusion, and social inclusion outcomes.
  • Provide technical advice and support to DepEd, program partners, and other stakeholders to apply analysis findings and implement agreed GEDSI approaches and initiatives.
  • Deliver training, coaching, and mentoring to EQUIP and partner staff to strengthen GEDSI capability and ensure GEDSI remains a core consideration across program initiatives.
  • Develop practical toolkits, resources, and guidance materials to support the integration of GEDSI across education policy, programming, and service delivery.
  • Identify and promote opportunities to strengthen alignment between EQUIP initiatives and DFAT's Gender Equality and Women's Empowerment Strategy through policy engagement and program development.
  • In collaboration with DFAT, represent EQUIP in relevant GEDSI, disability inclusion, gender equality, and education sector working groups, communities of practice, and stakeholder forums to promote collaboration and influence policy and practice.
  • Lead the collection, analysis and reporting of GEDSI-related data, lessons learned, and emerging trends to inform adaptive management, program improvement, and reporting to DFAT and other stakeholders.
  • Contribute to Monitoring, Evaluation, Research, and Learning (MERL) activities, including MERL Plan updates, indicator development, data collection, and field monitoring, to strengthen GEDSI integration within Program performance frameworks.
  • Review and provide technical quality assurance on program designs, policy papers, research products, communications materials, and activity deliverables to ensure alignment with the Inclusion Strategy and GEDSI commitments.
  • Work with the Program Team to ensure safeguarding policies, systems, and risk mitigation measures are effectively integrated into GEDSI-related activities and initiatives.
About You
  • Experience working with DFAT and understanding of DFAT policy and requirements, particularly DFAT's gender equality, disability and social inclusion approaches in the Philippines or other development contexts.
  • Experience integrating GEDSI approaches within education, skills development, youth, or workforce transition programs.
  • Demonstrated ability to influence decision-making and provide strategic advice to senior leaders, government counterparts, and development partners.
  • Experience managing technical advisers, consultants, and partner organizations to deliver high-quality development outcomes.
