HSE OFFICER

Location: Tarlac, Philippines

Activity: Dynamic Compaction (Ground Improvement)

The HSE Officer is responsible for implementing and maintaining Health, Safety, and Environmental procedures on the dynamic compaction project, ensuring compliance with Menard’s global standards, client requirements, and Philippine regulations.

In addition to HSE duties, this role provides immediate first aid response and supports emergency preparedness on site.

Key Responsibilities

• Implement Menard’s HSE policies and procedures on site.
• Ensure compliance with Philippine safety and environmental regulations.
• Conduct risk assessments and assist in developing control measures for site activities.
• Organize HSE inductions and toolbox talks for all personnel.
• Perform regular site inspections and audits to monitor compliance.
• Investigate incidents, report findings, and assist in implementing corrective actions.
• Monitor subcontractor HSE performance and ensure alignment with standards.
• Maintain accurate HSE records and prepare reports for management.
• Act as the designated First Aider on site, providing immediate medical assistance when required.
• Maintain first aid kits and ensure emergency response readiness.
• Support emergency drills and promote proactive safety culture.

Requirements

• Bachelor’s degree in HSE or related field (preferred).
• Minimum 2-3 years’ experience in construction HSE roles.
