HR Learning and Development Manager

Job Summary
The HR Learning and Development Manager will lead the organization’s learning and capability development initiatives, ensuring that employees and leaders are equipped with the skills, knowledge, and competencies needed to support business growth and operational excellence.
This role will oversee the development and implementation of learning strategies, training frameworks, leadership development programs, and scalable learning solutions aligned with organizational goals. The position will work closely with business leaders and HR stakeholders to identify capability gaps, develop relevant learning interventions, and measure the effectiveness and impact of training programs.
Key Responsibilities
- Develop and execute the organization’s Learning & Development strategy aligned with business priorities and workforce capability requirements.
- Lead the design and implementation of learning frameworks, curricula, competency-based programs, and training solutions across different employee levels.
- Manage and continuously improve academy or corporate learning programs, ensuring consistency, scalability, and relevance across multiple sites or business units.
- Develop and oversee leadership development and management training programs to strengthen the organization’s leadership pipeline.
- Partner with HR and business leaders to identify training needs, capability gaps, and workforce development priorities.
- Translate business and operational requirements into practical and measurable learning interventions.
- Develop learning programs covering areas such as technical skills, functional capabilities, leadership, customer service, behavioral competencies, and organizational culture.
- Establish training standards, guidelines, and processes to ensure consistent delivery and learning quality.
- Manage internal and external training facilitators, subject matter experts, and learning partners as needed.
- Develop and monitor learning metrics, dashboards, and training effectiveness measures to assess program impact and ROI.
- Analyze training data and employee feedback to identify opportunities for continuous improvement.
- Collaborate with HR Business Partners and other HR functions on talent development, succession planning, career development, and employee engagement initiatives.
- Ensure learning programs are effectively communicated, implemented, and adopted across the organization.
- Lead and mentor the L&D team while fostering a culture of continuous learning and professional development.
Qualifications
- 10+ years of experience in Learning & Development, Training, Talent Development, or a related HR function.
- Preferably with experience in multi-site, fast-paced, retail, restaurant, hospitality, FMCG, or similarly operational environments.
- Proven experience in developing and implementing learning strategies, training frameworks, curricula, and capability development programs.
- Strong track record in designing and managing leadership development and management training programs.
- Experience developing scalable learning solutions for large or geographically dispersed employee populations.
- Strong stakeholder management and HR/business partnering skills.
- Data-driven approach to measuring training effectiveness, learning outcomes, and business impact.
- Strong project management, facilitation, presentation, and communication skills.
- Ability to translate business requirements into practical learning and development solutions.
- Strong understanding of adult learning principles and contemporary L&D practices.
Preferred Educational Background
Bachelor’s degree in Psychology, Education, Human Resource Management, Business Management, or a related field.
Preferred Experience
Candidates from organizations with established corporate academies, learning centers, or large-scale training environments are highly preferred, particularly those with experience supporting multi-site operations and frontline-to-leadership populations.
