Job summary

The World Health Organization (WHO) Country Office in the Philippines seeks a health financing consultant to support universal health coverage through strategic purchasing, financial protection, and data‑driven policy analysis.

The role will provide technical assistance to DOH and PhilHealth, develop policy briefs, analyze LGU network contracting, and help build an M&E framework for the UHC Fund and Zero Balance Billing initiatives.

Qualifications

Bachelor-level degree in health financing, health economics, health policy, health systems, economics, or related field.
Post-graduate degree in health financing, health economics, or related field is desirable.
Minimum of five years of relevant experience in health financing policy development, implementation, monitoring, evaluation, or analytics at national or subnational levels.
Experience with DOH, PhilHealth, UN organizations, or international development partners is desirable.

Responsibilities

Provide technical assistance to PhilHealth for implementing UNA including analysis and policy briefs on benefit package optimization.
Analyze network contracting implementation at LGU level and support policy development for contracting and expansion.
Develop policy briefs on streamlining licensing and accreditation for primary care facilities.
Develop an M&E framework for Special Health Fund operationalization and monitoring.
Evaluate financial protection policies and monitor indicators and capacity building.
Document implementation of UHC Fund for Zero Balance Billing in LGU Hospitals, including funding utilization and patient coverage.
Produce technical briefs, analytical products, and WHO position papers on priority health financing topics.
