Job summary

Outsourced Quality Assured Services Inc. (ISO certified) is seeking a Global Payroll Manager to lead end-to-end payroll across the Philippines, Colombia, India, Australia and future markets.

You will drive process design, controls, and data integrity while partnering with HR, Finance, and external providers. Reporting to the Corporate Controller, you will establish calendars, SLAs, and cross-functional governance, ensuring compliance with local laws and tax requirements while optimizing payroll

Qualifications

  • 7+ years of progressive payroll experience, with multi-country experience.
  • Experience in mid-sized to enterprise environments.
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field.
  • CPP or equivalent payroll certification is desirable.
  • Hands-on knowledge of payroll tax rules, statutory benefits, and compliance in at least two of the regions: Australia, Philippines, India, Colombia.
  • Strong understanding of General Ledger accounting, payroll journal entries, accruals, balance sheet reconciliations, payroll clearing and liability accounts.
  • Experience working within or closely with a Corporate Controller / Finance organization is strongly preferred.
  • Advanced Excel skills, including VLOOKUP/XLOOKUP, pivot tables, data manipulation, and payroll analysis.
  • Proven experience managing and holding third-party payroll providers and local tax advisors accountable.
  • Excellent written and verbal English communication skills.
  • Strong ability to collaborate across global time zones and diverse cultural environments.

Responsibilities

  • Design, standardize, and document end-to-end global payroll processes.
  • Establish standardized payroll input formats and validation checks across HRIS, timekeeping, and payroll systems.
  • Build and enforce robust pre- and post-payroll audit controls.
  • Implement segregation of duties, variance approvals, and dual-authorization processes for payroll disbursements.
  • Establish global payroll calendars, input cutoffs, and service-level agreements with HR, Operations, and regional stakeholders.
  • Partner with internal teams, consultants, and auditors to ensure compliance with local labor laws, tax requirements, social security obligations, and payroll reporting requirements.
  • Oversee and execute multi-country payroll across diverse employment models, including FTEs, contractors, localized entities, and EOR arrangements.
  • Manage payroll operations across the Philippines, Australia, Colombia, India, and other international jurisdictions as the company expands.
  • Serve as the primary operational contact for outsourced payroll, tax, and treasury providers.
  • Ensure third-party providers meet agreed standards for payroll accuracy, local filings, tax remittances, and statutory reporting.
  • Partner with HR to establish clear ownership of payroll data and audit HRIS inputs, including onboarding, compensation, benefits, and terminations.
  • Optimize automated data feeds and integrations between HRIS, timekeeping, and payroll platforms.
  • Coordinate payroll funding and disbursements in accordance with local banking schedules and requirements.
  • Act as the primary Finance partner to HR on payroll-related processes and controls.
  • Establish SLAs and processes for master data cutoffs, offboarding payments, variable compensation inputs, and payroll issue resolution.
  • Serve as a Tier-2 escalation point for complex employee payroll inquiries, tax withholding issues, and pay disputes.

About the Role

As the company continues its rapid global expansion, we are strengthening our payroll function to establish a world-class financial control environment. The Global Payroll Manager will lead the transition of payroll operations into Finance and take ownership of the end-to-end global payroll function.

Reporting directly to the Corporate Controller, you will be responsible for global payroll strategy, operational execution, data integrity, compliance, and internal controls across multiple jurisdictions, including the Philippines, Colombia, India, and Australia, as well as future expansion markets.

You will act as the key bridge between HR, Finance, Accounting, Treasury, and external payroll providers, ensuring accurate, timely, compliant, and well-controlled payroll operations worldwide.

This is a highly hands-on role suited to a payroll subject matter expert who is comfortable designing processes, strengthening controls, managing vendors, and working across multiple countries and time zones.

Key Responsibilities
Global Payroll Process, Data Governance & Controls
  • Design, standardize, and document end-to-end global payroll processes.

  • Manage payroll operations across the Philippines, Australia, Colombia, India, and other international jurisdictions as the company expands.

  • Serve as the primary operational contact for outsourced payroll, tax, and treasury providers.

  • Ensure third-party providers meet agreed standards for payroll accuracy, local filings, tax remittances, and statutory reporting.

  • Partner with HR to establish clear ownership of payroll data and audit HRIS inputs, including onboarding, compensation, benefits, and terminations.

Financial Reporting & Treasury
  • Ensure payroll runs generate accurate and timely general ledger journal entries and labor cost allocations.

  • Partner with Treasury and local Finance Controllers to forecast payroll cash requirements across foreign currency accounts.

Qualifications & Experience
  • 7+ years of progressive payroll experience, with strong preference for significant experience managing multi-country/global payroll operations.

  • Experience working within a mid-sized to enterprise-level corporate environment.

  • Bachelor's degree in Finance, Accounting, Business Administration, or a related field.

  • Certified Payroll Professional (CPP) or equivalent payroll certification is desirable.

  • Hands-on knowledge of payroll tax rules, statutory benefits, and compliance requirements in at least two of the following regions:

    • Australia

    • Philippines

    • India

    • Latin America, particularly Colombia

  • Strong understanding of:

    • General Ledger accounting

    • Payroll journal entries

    • Accruals

    • Balance sheet reconciliations

    • Payroll clearing and liability accounts

  • Experience working within or closely with a Corporate Controller / Finance organization is strongly preferred.

  • Advanced proficiency with modern HRIS and payroll platforms such as Workday, Sprout, NetSuite, SAP, Rippling, Deel, or localized payroll systems.

  • Advanced Excel skills, including VLOOKUP/XLOOKUP, pivot tables, data manipulation, and payroll analysis.

  • Proven experience managing and holding third-party payroll providers and local tax advisors accountable.

  • Excellent written and verbal English communication skills.

  • Strong ability to collaborate across global time zones and diverse cultural business environments.

Key Performance Indicators

Success in this role will be measured through:

  • Payroll Accuracy: Zero critical errors in gross-to-net calculations and timely employee pay disbursement each pay cycle.

  • Compliance & Tax: 100% on-time filing and remittance of international payroll taxes and statutory contributions.

  • GL Reconciliation: Zero unresolved variances in payroll clearing and liability accounts at period-end close.

  • SLA Adherence: Timely completion of off-cycle payments, terminations, and employee payroll inquiries within established SLAs.

Work Schedule:

Monday to Friday, 9:00 AM - 6:00 PM PHT

Work Setup:

Hybrid, must be able to report in the office at least 10x / month
