Job summary

Hammerjack Pty Ltd is hiring a Data Technical Program Manager to oversee the design, implementation, and governance of an AI-Ready Data Platform and data migrations for a major telecommunications client in Manila. The role blends program management with deep data engineering knowledge on Google Cloud Platform (GCP).

You will drive governance, architecture coordination, and the deployment of IaC Terraform modules for GCP data services, enabling automated pipelines with BigQuery ML and Looker

Qualifications

• Master's degree in Computer Science, engineering, or a related technical field.
• 10+ years of experience managing complex data transformation programs, with at least 3-5 years specifically dedicated to large-scale data migrations on GCP.
• Proven experience with cloud-native data architectures, data pipelines (batch/streaming), and cloud analytics services (BigQuery, Dataplex, Dataproc, Cloud Composer).

Responsibilities

• Lead the execution and delivery assurance of complex, multi-workstream data programs with an active program schedule and risk/issue management.
• Serve as primary liaison between Google Professional Services, channel partners, and the customer’s project manager and SMEs; manage dependencies and data extraction readiness.
• Oversee IaC Terraform deployments for GCP data services and coordinate data architecture implementation.
• Facilitate technical workshops to define Data Mesh topologies, data product taxonomies, and metadata harvesting strategies.
• Oversee validation and handover of blueprints and pipelines from ingestion to BigQuery; ensure operational state and BigQuery ML readiness.
• Coordinate cross-technology alignment across remote delivery teams including Infrastructure, Data, and Security.

About the Company

We are seeking a Data Technical Program Manager (TPM) to oversee the design, implementation, and overall governance of an AI-Ready Data Platform and enterprise-wide data migration for a major telecommunications customer. This role demands a blend of program management expertise and deep technical knowledge of data architecture and engineering, cloud-native architectures, and data governance frameworks on Google Cloud Platform (GCP).

Responsibilities

• Program Governance & Execution: Lead the execution and delivery assurance of complex, multi-workstream data programs. Maintain the program schedule, manage risk/issue registers, and provide regular, weekly Project Status Reports to steering committees.
• Stakeholder Management: Act as the primary liaison between Google Professional Services, channel partners, and the customer's project manager and technical SMEs. Help manage customer-side dependencies including landing zone readiness and secure data extraction.
• Data Architecture & Implementation Coordination: Partner with customer engineering leads and Google technical teams to oversee the deployment of Infrastructure as Code (IaC) Terraform modules for GCP data services (including Apache Iceberg on GCS, Dataproc Serverless, Cloud Composer, Looker, and Analytics Hub).
• Technical Workshop Facilitation: Lead joint technical workshops to define Data Mesh topologies, data product taxonomies, metadata harvesting strategies, and semantic layer integration with enterprise catalogs (e.g., Knowledge Catalog, Datahub, Dataplex).
• Validation & Handover: Manage the validation and deployment of blueprint data pipelines (such as IPDR demand trend analysis) from raw ingestion via Apache NiFi to GCS and BigQuery to ensure the target-state environment fully operational and enabled with BigQuery ML.
• Cross Technology Alignment: Facilitate cross technology alignment for remote delivery teams across adjacent domains, e.g. Infrastructure, Data, Security, etc.

Qualifications

• Education: Master's degree in Computer Science, engineering, or a related technical field.

Required Skills

• Experience: 10+ years of experience managing complex data transformation programs, with at least 3-5 years specifically dedicated to large-scale data migrations on GCP.
• Technical Domain Expertise: Strong working knowledge of cloud-native data architectures, data pipelines (batch/streaming), and cloud analytics services (e.g., BigQuery, Dataplex, Dataproc, Cloud Composer).
• Location Requirement: Ability to work on-site at the customer office in Manila, Philippines on all weekdays as required by the project.

Preferred Skills

• Telco Industry Knowledge: Proven experience delivering data programs in the telecommunications sector, with exposure to high-volume telemetry datasets (e.g., IP Detail Records) and integration with ingestion open source tools like Apache NiFi or Kafka.
• Advanced Data Paradigms: Strong conceptual and technical understanding of domain-driven Data Mesh architectures, Data Contracts, lakehouse storage formats (specifically Apache Iceberg), and federated computational governance.
• DevOps & Cloud Security: Experience with Infrastructure as Code (IaC) Terraform deployments and enterprise security frameworks, including VPC-SC, IAM policy-driven access models, and data masking tools.

• Professional Competencies: Exceptional capability to lead in highly ambiguous enterprise situations, manage diverse cross-functional teams, and translate complex technical requirements into structured project phases.
