Job summary

Thakral One in the Philippines is seeking a Data Technical Program Manager (TPM) to lead governance and delivery assurance for a complex AI-ready data platform and data migration programme on Google Cloud Platform in a telecommunications environment.

You will combine programme management with deep data architecture, engineering, cloud-native platforms, and data governance to coordinate delivery across customer, partner, and technical teams, while driving risk management and stakeholder alignment.

Qualifications

• 10+ years in complex data transformation programmes.
• 3–5 years focusing on large-scale data migrations on GCP.
• Experience delivering data programmes with multiple technical workstreams and stakeholders.
• Telecommunications data experience preferred.
• Masters degree preferred.

Responsibilities

Job Description:

As a Data Technical Program Manager (TPM), you will lead the governance and delivery assurance of a complex AI-ready data platform and enterprise-wide data migration programme on Google Cloud Platform (GCP) for a major telecommunications environment. You will bring together programme management and strong technical understanding of data architecture, engineering, cloud-native platforms, and data governance to coordinate delivery across customer, partner, and technical teams.

What You'll Do and How You'll Succeed

Program Governance & Execution

• Lead execution and delivery assurance across complex, multi-workstream data programmes.
• Maintain the programme schedule, manage risk and issue registers, and ensure dependencies and delivery priorities remain visible and actively managed.
• Provide regular weekly Project Status Reports and clear programme updates to steering committees.

Stakeholder Management

• Act as the primary liaison between Google Professional Services, channel partners, and the customer's project manager and technical SMEs.
• Coordinate customer-side dependencies, including landing zone readiness and secure data extraction, to support programme delivery.
• Maintain effective alignment across business, programme, and technical stakeholders throughout implementation.

Data Architecture & Implementation Coordination

• Partner with customer engineering leads and Google technical teams to oversee implementation of Infrastructure as Code (IaC) Terraform modules for GCP data services.
• Coordinate deployment across technologies including Apache Iceberg on GCS, Dataproc Serverless, Cloud Composer, Looker, and Analytics Hub.
• Ensure technical implementation activities remain aligned with programme objectives, dependencies, and delivery requirements.

Technical Workshop Facilitation

• Lead joint technical workshops to define Data Mesh topologies, data product taxonomies, metadata harvesting strategies, and semantic layer integration.
• Facilitate alignment with enterprise catalogues and platforms including Knowledge Catalog, DataHub, and Dataplex.

Validation & Handover

• Manage validation and deployment of blueprint data pipelines, including use cases such as IPDR demand trend analysis.
• Oversee the data flow from raw ingestion through Apache NiFi to GCS and BigQuery, ensuring the target-state environment is operational and enabled with BigQuery ML.
• Coordinate validation and handover activities to support successful transition of the target-state data platform.

Cross Technology Alignment

• Facilitate cross-technology alignment across remote delivery teams and adjacent domains, including Infrastructure, Data, and Security.
• Ensure dependencies and technical considerations across workstreams are identified and coordinated throughout delivery.

We'd Love to Hear From You If...

Experience

• You have 10+ years of experience managing complex data transformation programmes, including at least 3 to 5 years specifically focused on large-scale data migrations on GCP.
• You have proven experience delivering data programmes involving multiple technical workstreams and stakeholders.
• Telecommunications industry experience is preferred, particularly involving high-volume telemetry datasets such as IP Detail Records.
• A Master's degree in Computer Science, Engineering, or a related technical field is preferred.

Technical Expertise

• You have strong working knowledge of cloud-native data architectures, batch and streaming data pipelines, and cloud analytics services including BigQuery, Dataplex, Dataproc, and Cloud Composer.
• You understand domain-driven Data Mesh architectures, Data Contracts, lakehouse storage formats, particularly Apache Iceberg, and federated computational governance.
• You have experience with Infrastructure as Code using Terraform and enterprise cloud security frameworks, including VPC-SC, IAM policy-driven access models, and data masking tools.
• Experience with high-volume data ingestion using open-source technologies such as Apache NiFi or Kafka is preferred.
• You can work effectively across GCP data and analytics technologies including GCS, BigQuery, BigQuery ML, Looker, Analytics Hub, and enterprise catalogue environments.
