We are building a pool of qualified Financial Specialists to support upcoming and ongoing projects involving local government units (LGUs), public sector programs, and donor-funded initiatives. The role focuses on strengthening public financial management, budgeting, and fiscal planning at the municipal or project level.
Support the preparation, review, and execution of municipal and project budgets, including monitoring and variance analysis.
Provide technical assistance to LGUs and government agencies on financial planning, budgeting, and fiscal management.
Assist in the development and evaluation of Annual Investment Programs (AIPs), local development plans, and municipal budget documents.
Conduct financial analysis, including revenue generation strategies, expenditure planning, and financial sustainability assessments.
Ensure compliance with government accounting standards, financial reporting requirements, and procurement regulations.
Prepare and review financial reports, forecasts, and budget performance reports.
Coordinate with internal teams, stakeholders, and external partners to ensure proper financial documentation and reporting.
Support financial components of donor-funded or internationally financed projects (e.g., World Bank, ADB, IFC), including reporting and compliance requirements.
Bachelor’s degree in Accountancy, Finance, Economics, Public Administration, Business Administration, or a related field.
Certified Public Accountant (CPA) or equivalent certification is an advantage but not required.
Municipal Accountant or other public finance professionals with relevant LGU experience are highly encouraged to apply.
Proven experience in municipal budgeting, including preparation, execution, monitoring, and reporting.
Experience working with LGUs, government agencies, or development programs on financial planning and fiscal management.
Strong understanding of local government finance, revenue generation, and expenditure management.
Experience in the preparation or evaluation of local development plans and investment programs.
Knowledge of government accounting, financial reporting, and procurement processes.
Exposure to donor-funded or internationally financed projects (e.g., World Bank, ADB, IFC) is an advantage.
Strong analytical and financial modeling skills
High attention to detail and accuracy
Excellent communication and stakeholder coordination skills
Ability to work in multi-disciplinary and cross-cultural environments
Proficiency in MS Excel and financial reporting tools
