Job summary

STMicroelectronics in the Philippines seeks a seasoned Facilities/Project Manager to renew our talent acquisition collaboration and lead electrical projects for facilities and production expansion. You will engage vendors, manage end-to-end collaboration, and drive regulatory submissions with agencies and customers.

The role requires strong energy management experience, PM qualifications, and extensive knowledge of DOLE/PEZA/DOE/ERC regulations.

Qualifications

• Licensed Mechanical Engineer; PME advantage.
• Certified Energy Manager/Auditor or PMP is advantageous.
• Proficiency with MS Project management tools.
• Knowledge of 8D/FMEA, DMAIC, and 5S quality tools.
• Familiarity with regulatory requirements (DOLE, PEZA, DOE, ERC, Fire Code).
• Excellent written and verbal communication skills.
• 10+ years of Facilities O&M, PM, design/construction, EHS, and regulatory compliance in semiconductor environments.

Responsibilities

• Prepare/review design and scope of work; assist technical evaluation of electrical projects for facilities and production expansion or issues resolution.
• Prepare/submission of documents for regulatory agencies or customers (PEZA, DOLE, DOE, ERC, etc.).
• Attend regulatory or customer visits/audits of electrical systems.
• Manage major/critical mechanical projects from concept to implementation.
• Oversee Energy Management System and ISO 50001 certification.
• Assist 8D/problem-solving for electrical issues and implement corrective actions.
• Regularly review mechanical systems to ensure compliance with local/international standards; drive improvements.
• Serve as site POC for Facilities central collaboration.

YOUR ROLE

You take part in creating the best new hire experience in the project to completely renew our talent acquisition and onboarding process. You also help us with finding the best vendors for recruitment, and managing the a to z collaboration with them.

• Prepare or review design, scope of work, and assist technical evaluation of electrical related projects for facilities & production expansion or issues solutions/actions as identified.
• Prepare and submission of required documents/reports for regulatory agencies or customers such as PEZA, DOLE, DOE, ERC, & Product Customers.
• Attend regulatory agencies or customer visit or audit of electrical system such as PEZA, DOLE, DOE, ERC, clients, and others.
• Manage major or critical mechanical projects from conceptualization to implementation.
• Manage Energy Management System of the plant and ensure certification of ISO50001.
• Assist 8D preparation for electrical related issues or incidents and design, prepare, and implement needed corrective actions.
• Regular review of the mechanical system to ensure alignment or conformity to local or international standards/LOP/SOP/POR. Manage needed improvement to align or conform if needed.
• Go to person for all Mechanical system aspect.
• Site Point of contact "POC" with respect to Facilities central collaboration

Your Skills & Experiences

• License Mechanical Engr. PME is advantage.
• Certified Energy Manager/ Certified Energy Auditor / Certified Project management Professional is an advantage.
• Knowledgeable in MS project management tool.
• Knowledgeable in Quality Management tools like 8D/FMEA/DMAIC/5S and others.
• Knowledgeable with regulatory requirements such as DOLE/PEZA/DOE/ERC/BFO/Fire Code and the likes.
• Must have exceptional communication skills, both written and oral.
• With good analytical skill.
• At least 10 years work experience in Facilities O&M, Project Management, Design , Construction/EHS and regulatory compliance in a semiconductor or related environment.
• Handling contract management and negotiations.
• Above average knowledge in budget/cost (financial management).
• Above average knowledgeable in managing Service level agreements (SLA's or KPI's).
• Knowledgeable in Mechanical system analysis ( FP/FDAS/HVAC/CDA System /Preventive maintenance/Control system/hazardous location/ATEX and the likes).
