The Facilities & Services Manager ensures that hospital buildings, infrastructure, and support services consistently meet operational and clinical needs. The role oversees general services—including environmental cleaning, comprehensive maintenance, waste management, and structural improvements—to maintain a safe, functional, and compliant healthcare environment. Additionally, the Facilities Manager manages building systems (HVAC, electrical, plumbing), specialized equipment, and leads on-site construction project supervision.
Strategic Leadership & Departmental Governance
- Provide strategic direction and day-to-day operational leadership for the Facilities Management Department, aligning departmental objectives with the hospital's mission, vision, and clinical goals.
- Develop, implement, and audit Standard Operating Procedures (SOPs), quality assurance frameworks, and preventative maintenance programs to optimize facility reliability.
- Oversee departmental workforce administration, including organizational structuring, manpower planning, recruitment, performance evaluations, employee regularization, and disciplinary actions.
Construction Supervision & Capital Project Management
- Direct and supervise all hospital construction, structural renovation, and refurbishment projects from inception through commissioning to ensure structural integrity, safety, and operational continuity.
- Conduct regular structural inspections and engineering assessments of hospital physical plants to identify infrastructure risks, assess repair priorities, and schedule capital works.
- Enforce quality control, schedule adherence, and contractor compliance with approved architectural/engineering drawings, project specifications, and local building codes.
- Manage vendor relationships, service-level agreements (SLAs), and construction contracts, overseeing contractor performance across general maintenance, civil works, and environmental services.
Facilities Operations, Utilities & Safety Compliance
- Ensure uninterrupted operation of critical hospital utilities, including electrical power, backup generators, HVAC/ventilation systems, water treatment, medical gas supply, and plumbing networks.
- Enforce strict regulatory compliance with Department of Health standards, local government building codes, occupational safety protocols, fire safety ordinances, and disaster preparedness frameworks.
- Oversee specialized hospital waste management systems, ensuring compliant handling, storage, and disposal of hazardous, biological, chemical, and municipal waste.
- Formulate, administer, and defend the department’s operating and capital expenditure budgets (OPEX/CAPEX), ensuring cost-efficient resource utilization and detailed financial reporting.
- Execute other engineering, operational, and administrative duties as assigned by executive leadership to support hospital operations.
JOB REQUIREMENTS:
- Bachelor’s Degree in Civil Engineering (required).
- Licensed and experienced Civil Engineer
- Proven background in construction project supervision, structural maintenance, or facilities engineering (hospital/healthcare facility experience preferred).
- 3 years of experience in Senior Management leadership or its equivalent
- Strong leadership, project management, budget administration, and excellent written and verbal communication skills.
