Job summary

iScale Solutions is seeking a senior infrastructure lead to provide technical direction for EU-PH Digital Economy Package components. You will report to the Project Leader and may serve as Deputy Project Leader, overseeing strategy, delivery, QA, partnerships, and budget execution on telecom and data infrastructure.

Qualifications

• Master’s degree in a relevant technical field (telecommunications, networking, IT/electronics, earth observation or geospatial data).
• 8+ years in senior technical/engineering roles involving telecoms, network infrastructure or EO/geospatial data systems.
• Strong knowledge of high-speed connectivity infrastructure and data processing/dissemination systems.
• Experience leading infrastructure design, procurement, implementation and supervision; donor/EU-funded projects a plus.
• Experience with government, research institutions, technical agencies and private-sector partners.
• Excellent written and spoken English; French is an advantage.

Responsibilities

• Define infrastructure architecture, standards, and specifications for connectivity networks and Copernicus data infrastructure.
• Lead feasibility studies, technical design, deployment, testing, commissioning, and handover of network, computing, and data-processing infra.
• Prepare or validate technical specs, terms of reference, and procurement documents; assess proposals and monitor contractor performance.
• Recruit and supervise technical experts and consultants to ensure quality and timely delivery.
• Oversee allocated technical budget lines, monitor progress, identify risks, and recommend corrective actions.
• Track technical indicators, maintain monitoring tools, and contribute to technical and financial reports.
• Serve as primary technical contact for PhilSA, DOST-ASTI, DICT, PREGINET, and international partners (IRD, ESA, GÉANT).
• Work with the Project Leader and support teams on planning, procurement, contracts, reporting, and stakeholder engagement.
• Ensure infrastructure sustainability, effective handover, and capacity building for national counterparts.

Job description

This is a remote position.

Role Summary

• Provide technical leadership for the infrastructure and telecommunications components of the EU-PH Digital Economy Package (SO1 and SO2).
• Report to the Project Leader and serve as Deputy Project Leader when required.
• Oversee technical strategy, infrastructure delivery, quality assurance, technical partnerships, and execution of the allocated technical budget.

Responsibilities

• Technical Strategy: Define infrastructure architecture, technical standards, and specifications for connectivity networks and Copernicus data infrastructure.
• Infrastructure Delivery: Lead feasibility studies, technical design, deployment, testing, commissioning, and handover of network, computing, and data-processing infrastructure.
• Procurement and Quality Assurance: Prepare or validate technical specifications, Terms of Reference, and bills of quantities; assess technical proposals and monitor contractor performance.

• Budget and Risk Management: Oversee allocated technical budget lines, monitor progress, identify risks, and recommend corrective actions.
• Monitoring and Reporting: Track technical indicators, maintain monitoring tools, and contribute to technical and financial reports.
• Stakeholder Coordination: Serve as the primary technical contact for PhilSA, DOST-ASTI, DICT, PREGINET, and international partners, including IRD, ESA, and GÉANT.

Requirements

• Education: Master’s degree in Telecommunications Engineering, Network Engineering, IT/Electronics Engineering, Earth Observation, Geospatial Data Engineering, or a related technical field.
• Experience: At least 8 years in senior technical or engineering roles involving telecommunications, network infrastructure, or Earth observation/geospatial data systems.
• Technical Expertise: Strong knowledge of high-speed connectivity infrastructure, data processing and dissemination systems, technical procurement, and quality assurance.
• Project Experience: Proven experience leading infrastructure design, procurement, implementation, and supervision; donor-funded or EU-funded projects are an advantage.
• Stakeholder Management: Experience working with government institutions, research organisations, technical agencies, and private-sector partners.
• Skills: Strong analytical, problem-solving, leadership, and communication skills, with the ability to explain complex technical matters clearly.
• Languages: Excellent written and spoken English; French is an advantage.
