Job summary

ACCIONA is seeking an Environmental Officer for its Railway project (Malolos to Clark) in Clark, Pampanga, Philippines. The role involves reviewing EIA studies, ensuring ECC compliance, and coordinating with EMB-DENR and stakeholders.

The candidate will prepare environmental reports and assist in public consultations. Qualifications include a Bachelor’s degree in engineering and preferably PCO experience; strong knowledge of environmental laws and ISO14001 is highly valued.

Qualifications

• Bachelor’s degree in engineering with relevant disciplines.
• DENR-EMB Accredited PCO preferred; category B establishments preferred.
• 3+ years of experience as PCO is desirable.
• Competence in handling or monitoring wastewater/batching plant.

Responsibilities

• Review Environmental Impact Assessment Study.
• Prepare environmental impact assessment and Social Assessment when required.
• Monitor compliance to the Environmental Compliance Certificate (ECC) and EMB DENR permits.
• Review Contractor’s Environmental Management and Monitoring Plan (CEMMP).
• Conduct daily environmental inspection and monitoring on the construction site and facilities.
• Prepare environmental audit, inspection, incident and progress reports.
• Prepare letters related to air, water, noise, vibration per IEE/EIA/Contract and interpret environmental data.
• Deal with environmental incidents and implement mitigation measures.
• Assist Environmental Manager in monitoring EIA, ECC, permits; suggest improvements.
• Coordinate with Project Delivery Managers, Construction, and Operations staff on environmental issues.
• Ensure compliance with EMB-DENR regulations and other government standards.
• Attend meetings with Client/consultant and financing institutions.
• Assist in public consultations and Socio-Economic profiles when required.
• Liaise with EMB, CDC, FMB, LGU and others.
• Develop and present environmental trainings to implement the CEMMP at sites.
