Job summary

Bicc in Iloilo City seeks an Engineer and Operations Head to lead the Construction Engineering and Operations Department across multiple sites. You will drive execution standards, approve key plans, and ensure audit-ready documentation.

You will manage and coach site engineers, enforce QA/QC and safety, approve work plans and submission packs, monitor progress, and coordinate with Planning and Supply Chain to align procurement with site needs.

Qualifications

• Bachelor’s degree in Civil Engineering or related engineering discipline.
• PRC Civil Engineer license preferred for civil engineering leadership in Iloilo City, Philippines
• Minimum 7 years construction execution experience, including at least 3 years leading/managing engineers or site/project teams
• Proven capability to take department-level ownership of engineering and operations across multiple project sites
• Strong QA/QC, safety compliance, and reporting discipline suited for an Engineer and Operations Head Iloilo leadership role
• Proficient in MS Excel and MS Word; working knowledge of MS Project or equivalent scheduling tools preferred
• Able to review drawings and plans using AutoCAD or equivalent tools

Responsibilities

• Lead the engineering department head function for construction projects across multiple sites in Iloilo City, Philippines
• Manage and coach site/project engineers with clear responsibilities, outputs, and reporting cadence
• Enforce QA/QC and safety compliance standards to strengthen construction project operations management results
• Approve work plans, method statements, look-ahead plans, and resource deployment before execution
• Approve submission packs and supporting documents to keep multi-site delivery aligned and well-documented
• Monitor progress, constraints, and risks and implement corrective actions for schedule/cost/quality variances
• Ensure weekly/monthly reporting is complete, accurate, and audit-ready with proper site records and photo documentation
• Coordinate with Planning and Supply Chain to ensure procurement readiness and site needs are aligned
