Job summary

GovTech Singapore is seeking a Deputy Director, Engineering Manager to lead multiple agile product teams and deliver robust digital government services. You will set technical direction, architecture, and roadmaps, while growing leaders and ensuring security, resilience, and public value.

You will collaborate with product and UX leaders, align teams to the government’s vision, manage stakeholders, and drive engineering excellence across cloud-based platforms, including GCC on AWS.

Qualifications

• Experience leading 15+ engineers across multiple tracks
• Proven ability to tackle complex security and high-availability systems
• 5+ years coaching engineers and managers

Responsibilities

• Define engineering strategy aligned with organizational goals
• Prioritize and manage roadmaps with stakeholders to deliver value
• Identify and initiate engineering initiatives for public impact
• Architect end-to-end solutions across systems and platforms

Job description

What you will be working on:

As a Deputy Director, Engineering Manager, you will be responsible for delivering value of a programme through multiple agile product teams. You will ensure solid technical direction, drive the design, implementation & delivery. As a leader of your organisation, you will be making your teams effective, setting standards and creating a growth culture.

Your responsibilities will include:

• Collaborating with your respective product and UX leaders in creating and driving a solid, coherent product vision and strategy, as well as setting and measuring objectives for the products in your portfolio, creating and maintaining long-term technical plans and roadmaps for your products
• Defining your team’s engineering strategy, and directions that align with the organization’s overall vision and goals
• Partnering with stakeholders and agencies to prioritise and manage roadmaps for delivering towards product vision incrementally and efficiently in order to deliver good value to the people of Singapore
• Proactively identifying and initiating worthwhile engineering initiatives to maximize our impact on the public good
• Architecting end-to-end solutions spanning multiple systems, applications, and platforms to meet complex business requirements
• Creating comprehensive solution blueprints, including system integration patterns, data flows, and technology stack recommendations
• Designing solutions that balance functional requirements, non-functional requirements (performance, security, scalability), and technical constraints
• Conducting architecture reviews, leveraging knowledge of cloud infrastructure. Knowledge in Government Commercial Cloud (GCC) on AWS is preferred
• Establishing practices and tools to encourage a strong engineering culture and maximize engineering effectiveness and impact
• Identify and grow leaders, measurement of success, build and transform team structures in order to make your team effective
• Set standards, manage performance, professional growth of people within your organisation, offering constructive feedback, mentoring, and guidance as needed
• Identify the resourcing needs and drive internal and external hiring for your organisation and beyond

What we are looking for:

• Experience and good track record of running medium to large teams (15+) with multiple tracks of execution, managing managers
• Experience with solving complex technical issues, e.g. high bar of security requirements, high-availability software systems, co-existence of new and legacy systems, etc.
• Experience in modern full-stack technologies; experience in modern front-end engineering on Next.Js/React.js and Java/TypeScript on the backend is preferred.
• Proven ability of providing technical leadership to large teams, track record of driving team effectiveness and products through data.
• Passion towards engineering excellence; you deeply understand that software engineering is a team sport, and you take pride in the craftsmanship aspect of software engineering
• Passion towards working for public good with interest
• The ability to set meaningful objectives and guide a team to achieve them together
• 5+ years experience of coaching engineers and managers, helping them enhance their performance and grow their careers
• Ability to deal with difficult people situations (within the team or outside)
