The Head of Data Governance & Regulatory Reporting is responsible for leading the Bank’s enterprise data governance, data quality, regulatory reporting governance, data architecture oversight, analytics governance, data management, data security, and data culture initiatives.
The role ensures that enterprise data is accurate, complete, consistent, secure, traceable to approved sources, and fit for regulatory reporting, business reporting, analytics, and management decision-making. The position also ensures that regulatory reports are submitted on time, properly reconciled, supported by evidence, and aligned with applicable BSP and internal governance requirements.
Key Responsibilities
1. Data Governance Framework
- Develop, implement, and maintain the Bank’s Enterprise Data Governance Framework.
- Establish data governance policies, standards, procedures, ownership models, and stewardship structures.
- Define roles and responsibilities for Data Owners, Data Stewards, Data Custodians, and Data Users.
- Lead or support the Data Governance Committee and ensure action items are tracked to closure.
- Ensure Critical Data Elements are identified, documented, approved, and governed.
- Promote enterprise-wide accountability for data quality, usage, protection, and reporting.
2. Data Quality Management
- Establish data quality standards, rules, thresholds, and monitoring procedures.
- Define and monitor data quality metrics covering accuracy, completeness, consistency, timeliness, validity, and uniqueness.
- Oversee data profiling, data cleansing, duplicate detection, validation, and remediation activities.
- Ensure critical data issues are logged, assigned to owners, prioritized, and resolved within approved timelines.
- Coordinate with business units and IT teams to address root causes of recurring data issues.
- Publish regular data quality dashboards and issue reports to Management and relevant committees.
3. Regulatory Reporting Governance
- Oversee the governance of regulatory reporting processes to ensure accuracy, completeness, timeliness, and reliability.
- Coordinate with Finance, Risk, Compliance, Operations, and IT in preparing and validating regulatory reports.
- Ensure source-to-report reconciliations are performed, documented, reviewed, and approved.
- Maintain regulatory reporting procedures, validation rules, review checklists, and evidence repositories.
- Monitor reporting errors, late submissions, data gaps, and regulatory findings.
- Ensure corrective actions related to regulatory reporting are tracked and closed within agreed timelines.
4. Data Architecture & Analytics Governance
- Establish governance over enterprise data architecture, data models, data flows, data integration, data platforms, dashboards, and analytics solutions.
- Ensure new systems, projects, and data initiatives follow approved enterprise data standards.
- Review data design, data mapping, source system usage, integration logic, and reporting architecture.
- Govern analytics datasets, business dashboards, and management reports to ensure they use approved and reliable data sources.
- Ensure critical dashboards and analytics outputs have assigned data owners, defined source mapping, documented logic, and proper approval.
- Coordinate with IT Engineering, Product Management, Risk, Finance, and business units to ensure data architecture supports regulatory, operational, and strategic reporting needs.
5. Data Management & Security
- Govern data classification, data access, data privacy, retention, archival, and secure data handling.
- Ensure sensitive and critical data assets are properly classified and protected.
- Coordinate with Information Security, Compliance, and Data Privacy teams to ensure data protection controls are implemented.
- Review and monitor data access requests, access rights, and access exceptions.
- Ensure data retention, archival, disposal, and sharing practices comply with internal policies and regulatory expectations.
- Support incident investigation and remediation for data-related security, privacy, or governance issues.
6. Data Culture & Enablement
- Promote a strong data governance culture across the organization.
- Conduct data governance awareness, training, and communication programs.
- Support business units in understanding their responsibilities as data owners and data stewards.
- Develop practical guidance, templates, and standards to improve data governance adoption.
- Encourage responsible use of data for decision-making, reporting, analytics, and regulatory compliance.
- Monitor business unit adoption of data governance standards and elevate non-compliance where necessary.
7. Leadership & Stakeholder Management
- Lead and develop the Data Governance & Regulatory Reporting team.
- Manage team performance, capability development, workload planning, and delivery of key initiatives.
- Coordinate closely with IT, Finance, Risk, Compliance, Operations, Audit, Legal, Product, and business units.
- Serve as the primary point of coordination for data governance and regulatory reporting matters.
- Present data governance, data quality, regulatory reporting, and analytics governance updates to Management and relevant committees.
- Drive cross-functional resolution of data issues, reporting gaps, and governance concerns.
- Promote collaboration, accountability, and continuous improvement across data-related functions.
Qualifications
Education
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, Data Science, Statistics, Mathematics, Engineering, Accounting, Finance, Business, or related field.
- Master’s degree or postgraduate qualification is an advantage.
Experience
- At least 8 to 10 years of experience in data governance, data management, regulatory reporting, business intelligence, analytics, data quality, risk management, finance reporting, or banking operations.
- At least 3 to 5 years in a managerial or leadership role.
- Experience in banking, digital banking, fintech, financial services, or regulated institutions is highly preferred.
- Strong understanding of regulatory reporting, data controls, data quality management, and enterprise data governance.
