Few industries in the Philippines operate under as much public, legislative and regulatory attention as digital gaming. The company is a licensed, fast-scaling operator that believes it can only grow as fast as the trust it earns from regulators, lawmakers, partners and the communities it serves.
We are looking for a Head of Corporate Affairs to build and lead that trust. You will shape the company's corporate brand and how it is understood by internal & external stakeholders, and the general public. This role is both strategic and highly visible. You will be one of the faces of the company: representing it with confidence, and speaking on its behalf on the issues that matter most. You will work closely with the leadership team, and you will build and manage the corporate affairs function.
What You’ll Own
- Define and run the company's corporate affairs strategy, aligned with business plans, licensing priorities and market expansion.
- Map the stakeholder landscape and keep a live view of what matters, and where the company stands with each.
- Set annual priorities, success measures and budget for the function, and report progress to the Chief Business Officer and leadership team.
- Act as a trusted adviser to the leadership team on reputational, political and policy implications of business decisions before they are made.
Government and regulatory relations
- Build and sustain working relationships with regulators, and other agencies whose mandates touch the business.
- Keep view of legislative activity affecting online gaming, payments, data privacy, advertising and taxation, and translate it into clear business impact assessments.
- Prepare the company for inquiries, regulatory consultations and agency meetings, including briefing materials, position papers and Q&A preparation, and represent the company directly when called upon.
- Lead the company's input to public consultations on draft regulations, circulars and bills, working with Legal and Compliance.
- Engage local government units in areas where the company operates or invests, including permits, community commitments and local partnerships.
Policy and industry positioning
- Develop the company's positions on priority policy issues such as responsible gaming, player protection, illegal and offshore operators, taxation, payments and advertising standards.
- Represent the company in industry associations and coalitions, and help shape collective industry positions where that serves the business.
- Commission and use credible research and data (economic contribution, tax revenue, employment, player-protection outcomes) to support the company's narrative with policymakers.
- Monitor competitor and industry developments and flag risks and opportunities early.
Communications, public relations and corporate brand
- Own the company's communications strategy across government, media, partner, community and internal audiences, with a clear message architecture and an annual communications plan.
- Define and steward the corporate brand: positioning, narrative and corporate identity, distinct from but aligned with the consumer brands, working closely with Marketing.
- Serve as one of the company's principal spokespersons in media interviews, press briefings, industry forums and conferences, and in congressional or regulatory settings where required.
- Lead public relations: proactive media programs, press releases, thought leadership, executive profiling and speaking platforms for senior leaders.
- Build strong relationships with business, policy and lifestyle editors, journalists and key opinion leaders, and manage PR agencies and media monitoring partners.
- Measure communications and brand health through share of voice, media sentiment and reputation tracking, and report results to leadership.
- Set up and run the issues and crisis management framework: monitoring, escalation paths, holding statements, decision rights and simulation exercises.
- Lead the response to reputational incidents in coordination with Legal, Compliance, Marketing and the CEO's office, acting as front-line spokesperson when needed.
Responsible gaming, CSR and community impact
- Shape the company's responsible gaming public commitments and how they are communicated, working with Compliance and Product.
- Provide strategic direction for CSR and community programs so they are credible, measurable and highly impactful.
- Oversee partnerships with NGOs, foundations, academic institutions and community organizations.
- Lead ESG and sustainability-related reporting and disclosures as the company's obligations grow.
Governance, risk and cross-functional leadership
- Work with Legal, Compliance, Data Privacy, Marketing and Finance to make sure external commitments, advertising and campaigns are consistent with regulatory expectations and the company's positions.
- Maintain a political and regulatory risk register, with owners and mitigations, reviewed regularly with leadership.
- Set and enforce clear protocols for government interactions, gifts and hospitality, and political neutrality, in line with anti-corruption standards.
- Support board and investor communications on regulatory and reputational matters as needed.
Team and function building
- Develop and lead a corporate affairs team covering government relations, communications and PR, corporate brand and community impact.
- Select and manage external partners: public affairs consultants, PR agencies, research firms and monitoring services, with clear briefs and budgets.
- Build the function's operating rhythm: stakeholder CRM, monitoring dashboards, approval workflows and reporting to leadership.
What You Bring
- 15+ years of experience in corporate affairs, corporate communications, public relations or government relations, including at least 5 years of team management.
- Strong, proven experience in communications strategy, public relations and branding, including integrated communications and corporate brand programs that measurably improved reputation.
- A confident, credible spokesperson with real on-the-record experience: national media interviews, press conferences, panels and public forums. Comfortable and willing to be one of the faces of the company.
- Deep relationships across Philippine media, national government, regulatory agencies, Congress and local government.
- A track record of engaging regulators and legislators in a heavily regulated industry, such as gaming, financial services, fintech and payments, telecommunications, energy, tobacco, alcohol or pharmaceuticals.
- Strong working knowledge of the Philippine legislative process, regulatory rule-making and how policy is shaped in practice.
- Experience media-training and preparing executives for high-stakes engagements, including congressional hearings, regulatory meetings and interviews.
- Experience managing reputational issues and crises with composure and sound judgment, both behind the scenes and in front of the public.
- A strong professional reputation and public standing that will reflect well on the company.
- Excellent written and spoken English and Filipino, with the ability to write sharp position papers, press statements, speeches and briefings.
- Unquestionable integrity and discretion, with a firm grasp of ethical standards in government and media engagement.
- Experience managing external PR agencies and consultants against clear budgets and outcomes.
- Bachelor's degree in Communications, Journalism, Political Science, Public Administration, Law, Marketing or a related field.
Nice to Have
- Direct experience with PAGCOR, the gaming industry or integrated resorts.
- Prior experience in a government agency, a legislator's office, a regulatory body or a policy think tank.
- Background with a multinational or high-growth company entering or scaling in a sensitive market.
- Exposure to anti-money laundering, data privacy or consumer protection policy.
- Experience with responsible gaming, harm-minimisation or public health programs.
- Familiarity with ESG frameworks and sustainability reporting.
