Job summary

Good Neighbors Philippines is seeking a Program Manager to lead and oversee community development initiatives across health, education, water and nutrition in line with GNIP's mission. The role requires coordinating with National Government offices, LGUs and local partners to implement projects, monitor progress, and ensure accurate reporting and safeguarding adherence.

Qualifications

  • Bachelor’s degree or higher in Social Work/Sciences, Community Development, Public Administration or related field.
  • Minimum 3 years relevant NGO/INGO program management experience.
  • Strong partnership and coordination with National Government offices and LGUs.
  • Excellent communication, facilitation and report-writing skills.
  • MS Office proficiency (Word, Excel, PowerPoint).

Responsibilities

  • Implement and support the scale-up of community engagement initiatives (health, education, water, sanitation, nutrition, sponsorship, livelihood, income generation).
  • Identify communities with needs and prioritize project activities per strategy.
  • Support strengthening of community-based organizations for local development.
  • Facilitate capacity-building and provide technical support for field staff.
  • Coordinate with local partners to implement projects and monitor funds/results.
  • Assist donor visits and provide donor guidance during events.
  • Liaise with local authorities, CSOs, security providers, and local businesses for coherent program delivery.
  • Oversee day-to-day procurement tasks and administrative needs.
  • Support project budget management and financial reporting per GNIP policies.
  • Aid procurement planning and timely, cost-effective purchasing.
  • Prepare/submission of monthly, quarterly, and annual progress reports and plans.
  • Be a positive team member and contribute to mission/vision.
  • Perform other duties as required.

Responsibilities
  • Implement and support the scale-up and implementation of community engagement and empowerment initiatives programs (health, education, water, sanitation, nutrition, sponsorship, livelihood, income generation)
  • Identify communities with particular needs and vulnerabilities where Project activities should be prioritized in keeping with the program implementation strategy;
  • Provide support for the strengthening of community-based organizations and associations to undertake their own development initiatives with special emphasis on the empowerment of vulnerable men and women (including IDPs, youth at risk, elderly people, people with disabilities, and other);
  • Facilitate capacity-building and provide technical support for field staff in the implementation of activities;
  • Ensure coordination with local partners to facilitate the implementation of community projects through the Small Grants and assist in monitoring how funds are used and results are achieved;
  • Assist with donor visits, and provide services of donor guide during donor visits and events
  • Liaise with local authorities, civil society organizations, security services providers, and local business partners to ensure program-related activities are implemented in a coherent and coordinated manner;
  • Facilitate and oversee the day-to-day procurement task and support administrative requirements
  • Facilitate the project budget management, and financial reporting in accordance with GNIP requirements (if needed)
  • Support in the development of effective procurement activity planning systems in accordance with GNIP policies and guidelines.
  • Support in timely and cost-effective procurement of equipment, materials, supplies, and services for project implementation according to GNIP policies and guidelines
  • Support in preparing/submission of reports and documents as required, including monthly, quarterly, and annual progress reports, monthly project plans, and achievements.
  • Work as a positive team member and contributes to the mission and vision of the organization
  • Perform other duties as required.
Qualifications
  • Bachelor’s degree or higher (Social Work and Sciences, Community Development, Public Administration or any related field)
  • Minimum 3 years relevant experience in NGO/INGO, particularly in program/project management.
  • Strong partnership and coordination skills with National Government offices and LGUs
  • Strong skills in project proposal writing, community organizing and stakeholder engagement
  • Excellent communication, facilitation and report-writing skills
  • Proficiency in MS Office applications (Word, Excel, PowerPoint)
  • Demonstrates critical thinking and the ability to work independently
  • Culturally sensitive, inclusive and adaptable across diverse groups
