Job summary

CARE Philippines is seeking a DRR Officer to lead community engagement, early warning, and climate planning in Virac, Catanduanes or Canlaon, Negros Oriental, with field travel to supported communities. The role focuses on building inclusive approaches, strengthening water security integration, and coordinating with local governments and partner agencies.

Qualifications

• Bachelor's degree in a relevant field (DRM, environmental science, public administration, or development studies).
• Master's degree or advanced training in disaster risk reduction, climate change adaptation, or development management is preferred.
• Training in community-based disaster risk reduction, early warning systems, facilitation, or safeguarding.

Responsibilities

• Establish and operate community and LGU early warning and preparedness mechanisms, including triggers and response arrangements.
• Lead capacity building, coaching, and simulations for barangay DRRM committees and local responders.
• Integrate water security, drought preparedness, and climate risks into local plans and assessments.
• Advise on programming and use of local disaster risk funds for water security and preparedness.
• Coordinate with WASH Engineer to link water source monitoring to early warning triggers.
• Ensure inclusive participation, including women, persons with disabilities, and other at-risk groups.
