Job summary

Oxfam Pilipinas seeks an experienced MELSA specialist to lead monitoring, evaluation, learning and social accountability for our Climate Justice programs. The post holder will design MELSA plans, support partners, and ensure evidence drives advocacy and learning.

You will synthesize quantitative and qualitative data, facilitate stakeholder sense‑making, and contribute to donor reporting, learning products and cross‑portfolio initiatives with communities, partners and civil society groups.

Qualifications

• 3+ years in MELSA/M&E for development projects.
• Experience collaborating with diverse stakeholders (communities, CSOs, LGUs, government agencies).
• Strong commitment to gender equality and feminist MEAL principles.
• Proficient in mixed methods research and data collection using digital tools.
• Experience supporting advocacy, campaigning or policy influence.
• Team player with strong planning and multitasking skills.
• Commitment to participatory MELSA approaches with stakeholders.

Responsibilities

• Design and integrate MELSA approaches into project design and implementation.
• Facilitate regular project reflection and sense‑making with teams and partners.
• Support donor reports, proposals, and research activities for the Climate Justice portfolio.
• Synthesize evidence to inform advocacy, campaigns and public discourse.
• Contribute to cross‑portfolio MELSA learning and capacity building.
• Use community feedback for adaptive management and learning.
• Lead baseline studies, learning reviews and evaluations as needed.
