Job summary

Oxfam Pilipinas is seeking an experienced MELSA professional to lead monitoring, evaluation, learning, and social accountability across climate justice initiatives. The role emphasizes feminist MEAL principles, participatory methods, and evidence-based advocacy.

The ideal candidate will coordinate with youth campaigns, partners, and donors, ensuring data-driven decision-making and learning across multiple projects. Based in Manila, the position requires strong collaboration and analytical skills.

Qualifications

• At least 3 years’ experience in monitoring, evaluation, learning and social accountability (MELSA) for development projects (DRR, climate change, gender justice).
• Experience coordinating with diverse stakeholders including CSOs, LGUs, NGAs, and private sector.
• Strong commitment to gender equality and feminist MEL principles; apply GEDSI intersectional analysis.

Responsibilities

• Design and implement MELSA approaches integrated into project design, implementation, reflection and adaptation.
• Facilitate regular project reflection and sense-making with partners and stakeholders.
• Support donor reporting, proposals, and cross-portfolio MELSA capacity building.
• Synthesize evidence to inform advocacy, learning, and policy influence.
• Contribute to baseline studies, learning reviews, and outcome tracking for assigned projects.
