Job summary

RCD LAND, INC. in the Philippines seeks a strategic leader to drive operational excellence across construction and project management.

You will formulate and execute SOPs, provide executive guidance to project managers, procurement, site engineers, engineering and property leads, and align land, finance, legal, sales, and operations. You will oversee budgets, monitor performance, optimize resources, manage risks, and lead permitting, design management, and handover from feasibility to occupancy.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, Architecture or related field.
• 12 to 18+ years of progressive leadership experience in real estate development, construction operations, and project management.
• PMP, PE, or CCM certification is an advantage.
• Strong strategic leadership, contract negotiation, decision making, financial acumen, stakeholder management, and crisis control.

Responsibilities

• Formulate and execute operational strategies, policies, and SOPs for construction and project management divisions.
• Provide executive leadership to project managers, procurement team, site engineers, engineering and property management leads.
• Drive cross-departmental alignment between land acquisition, finance, legal, sales and site construction teams.
• Manage corporate operational budgets, evaluate project financial performance, optimize resource allocation, and mitigate portfolio-wide operational and legal risks.
• Direct engineering, architectural, civil, MEP and environmental planning phases from feasibility stage through detailed design development.
• Enforce rigorous strategies to optimize lifecycle costs, constructability, and material selection without compromising project aesthetics or structural integrity.
• Approve architectural and engineering appointments, setting baseline expectations for design delivery, sustainability, and local code compliance.
• Lead design reviews and ensure workflows are utilized effectively across project life cycles.
• Oversee procurement strategies, including main contractor tendering, pre-qualification, bid negotiations, and contract awards.
• Direct commercial negotiations for major construction contracts in coordination with Legal Department and Top Management.
• Oversee bulk purchasing and central procurement of equipment, structural steel, MEP plant items, and finishing materials to maximize supply chain efficiency.
• Manage contractor claims, dispute resolution, and contractual closeouts while maintaining strong industry vendor networks.
• Oversee the formal transition of completed developments to Property Management, Facility Management and HOA.
• Ensure rigorous testing, balancing, and commissioning of MEP systems to handover.
• Establish Defect Liability Period (DLP) frameworks and oversee initial property management operations.
