Context

Under the direct supervision of the MHD Business Partner (HR) and administrative supervision of the Finance and Administrative Officer (Migration Health Division (MHD) based in Manila , the Sr. Human Resources Associate will provide comprehensive support Global MHD, RHAPC and other MHD key stakeholders to the effective delivery of human resources services. The successful candidate will be responsible for coordinating and administering recruitment, onboarding, personnel administration, leave and attendance monitoring, performance management support, staff development activities, HR reporting and documentation, ensuring that all actions are carried out in accordance with IOM rules, regulations, policies and procedures.

In close coordination with relevant units at Headquarters, the Regional Office, Administrative Centres and internal stakeholders, the successful candidate will support the timely and consistent implementation of HR processes, provide guidance to staff and managers on standard HR matters, maintain accurate HR records and systems data, and contribute to continuous improvement of HR workflows to meet the operational needs of the office.

Core Functions / Responsibilities
  • Participate in evaluation of staffing needs in the office and assist in coordination of recruitment processes, including but not limited to, providing guidance to hiring managers on preparation of Terms of Reference, drafting and posting Vacancy Notice/Special Vacancy Notice, screening and shortlisting applications, drafting interview protocols, preparing and administering written tests via METTL platform, taking part in interview panels as assigned, drafting candidate assessment forms, conducting reference checks, preparing job offers, administering recruitment mailbox, etc.
  • Carry out and coordinate pre-employment activities such as preparing of Entry on Duty (EOD) documentation and collecting supporting documentation, coordinating EOD medical exams and following-up with Medical Services on medical clearance, coordinating enrollment in insurance plans as appropriate, delivering induction sessions, and arranging security briefings, etc.
  • Perform assigned role(s) in the organizational HR system, paying special attention to data consistency and accuracy; input, maintain and verify data based on approvals and supporting documentation; verify eligibility for allowances and other benefits, monitor and follow up on contractual situation and entitlements, and initiate and coordinate prompt actions; generate, edit and review reports, contract extensions, personnel actions and other related documentation.
  • Monitor attendance and leave administration; generate, edit and analyse leave-related reports; respond to questions concerning leave administration; guide staff on request and approval procedure in the system.
  • Carry out and monitor a wide range of HR actions including but not limited to preparation of documentation for separation, classification/reclassification requests, promotion, disciplinary cases and coordinate with the RO, GSSC and Human Resources Management in Geneva as appropriate.
  • Prepare, coordinate and monitor all reports on personnel matters and submit timely to concerned parties; draft and review routine correspondence, letters, certifications, etc.; create and maintain a systematic way to archive HR documents (electronic and hard copies). Update and maintain electronic and physical archiving systems in the unit including personnel files with all supporting documentation, recruitment files, HR policies, regulations, guidelines and manuals, internal controls, etc.
  • Serve as the focal point for consultancy, non-staff contracts, and internship processes for HQ and delocalized HQ offices, providing guidance and coordinating related HR actions in accordance with applicable IOM policies and procedures.
  • Coordinate and maintain HR-related organizational and workforce information for Global MHD, including the Global MHD Organisational Chart and other relevant staffing records, ensuring the accuracy and timely reflection of organizational and staffing changes.
  • Provide HR and administrative support to MHD-specific workforce and credentialing processes, including physician stamp administration, monitoring professional licences and credentials, maintaining relevant practitioner records and supporting the Oversight Clinical Credentialing Committee, ensuring that required documentation is complete, accurate and maintained in accordance with applicable procedures.
  • Serve as the HR focal point for all MHD positions within GSSC including MHD Teleradiology Services and MH Informatics Health Systems Unit, and coordinate related HR actions in accordance with established policies and procedures.
  • Monitor compliance with the performance evaluation process and follow-up with staff and supervisors as needed; facilitate compliance by providing technical guidance on the use of the system.
  • Support the coordination of staff development, capacity-building, and e-learning activities, including but not limited to clinical learning initiatives, in collaboration with Global and Regional Health Assessment Programme (HAP) teams. Provide information to staff on their entitlements and responsibilities in line with IOM regulations, instructions and procedures. Respond to standard and more complex inquiries and refer to the most sensitive ones as appropriate
  • Identify areas for improvement and bring them to the attention of the supervisor; provide inputs to complement or adapt existing procedures, taking into consideration the specific needs of the office. Assist in analyzing and resolving sensitive cases by collating background information, preparing summaries and sharing best practices. Provide comments and inputs on the interpretation and application of established HR policies and procedures, as required.
  • Participate in inter-agency HR related working groups as assigned.
  • Provide guidance and training to and coordinate and monitor work of new/junior staff in the unit.
  • Perform such other relevant duties as may be assigned.
Education
  • Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with four (4) years of relevant professional experience.

High School diploma with six (6) years of relevant experience.

  • Experience in recruitment, personnel administration, contract management, and HR service delivery;
  • Experience interpreting and applying HR policies, rules, regulations, and procedures;
  • Experience working with HR information systems and preparing HR reports and related documentation;
  • Experience providing HR guidance and support to managers and staff; and

Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is an advantage.
