Private Advertiser is seeking a CAPEX & PROJECT ENGINEERING MANAGER to organize, direct, and control the CAPEX & Project Engineering group, driving studies, site optimization, capacity expansion, and reliability improvements aligned with the operational roadmap. The role emphasizes end-to-end project execution, budgeting, vendor management, and strict adherence to safety and quality standards across Electrical, Mechanical, and Civil engineering domains.

A Registered PRC Engineer with a B.S.

Qualifications

• Bachelor of Science in Engineering (Mechanical / Electrical / Civil).
• Registered PRC Licensed Engineer with active status.

Responsibilities

• Organize, direct, and control the CAPEX & Project Engineering group.
• Drive technical studies, site optimization, capacity expansion, and reliability improvements.
• Define and execute plant engineering project plans for operational excellence and safety.
• Formulate and control CAPEX and OPEX budgets for executive approval.
• Align CAPEX schedules with maintenance windows to minimize downtime.
• Translate needs into technical requirements across Electrical, Mechanical, and Civil domains.
• Lead end-to-end execution of projects, manage contractors and vendors, and review contracts.
• Oversee testing, commissioning, and after-action reviews prior to turnover.
• Track KPIs and ensure post-turnover improvements meet targets.
• Ensure compliance with IMS, change management, safety, and regulatory directives.
