The Company is a Riyadh-based group that specializes in delivering pools, spas, water features and aquatic construction projects across the Kingdom of Saudi Arabia. The company serves residential, hospitality, commercial and large-scale entertainment clients, and is expanding its engineering and project delivery capacity through a dedicated back-office hub in the Philippines.
Role Summary
The Bidding & Technical Lead heads the Philippines back-office and serves as the senior technical authority across the full project lifecycle (from pre-award bidding through post-award engineering and BIM delivery) for pools, spas, water features and aquatic construction projects in the Saudi market. The role is accountable for the technical quality, commercial competitiveness, consistency and timely delivery of every deliverable produced by the Philippines back-office.
The Bidding & Technical Lead directly manages three Managers; the Bidding team lead (pre-award commercial and estimation), the Technical team lead (engineering across pre-award and post-award) and the BIM team lead (post-award modelling, federation and shop drawings) and through them a multidisciplinary team of estimators, design engineers and BIM modelers. This is a hands‑on, technically‑led role: the Lead personally reviews and approves the most complex bids, design decisions, federated models and shop drawing packages before they leave the Philippines back office, and acts as the primary technical point of contact between the Philippines team and the Riyadh‑based leadership and clients.
Key Responsibilities
Technical Authority and Engineering Standards
- Serve as the senior technical authority across bidding, engineering and BIM for pools, spas, water features and aquatic construction projects.
- Personally review and approve complex or strategically important deliverables, major bids, design packages, hydraulic and system calculations, equipment selections, federated BIM models, clash registers and shop drawing packages, before submission to the Riyadh office or to clients.
- Provide hands‑on technical input on the most demanding aspects of projects; hydraulic design for large water features and infinity/perimeter‑overflow systems, water treatment and filtration design, civil/structural detailing, MEP, Finishing and controls integration where senior engineering judgment is required.
- Resolve major technical disputes, design conflicts, specification ambiguities and interdisciplinary clashes that cannot be resolved at Manager level.
- Maintain and continuously raise the technical standards applied across the Philippines back office, design references, calculation methodologies, modelling standards, technical libraries, equipment catalogues and BIM templates.
- Ensure all technical output complies with the Saudi Building Code, applicable client standards, consultant requirements and ISO 19650 for information management.
Leadership of the Three Functional Managers
- Directly manage, develop and hold accountable the Bidding team lead, the Technical team lead and the BIM team lead.
- Set clear performance objectives, KPIs and accountabilities for each Manager and for the function they lead, bid quality and win‑rate for bidding, technical accuracy and delivery for engineering, model quality and shop drawing throughput for BIM.
- Conduct regular 1:1 coaching sessions, technical reviews and performance reviews with each Manager, focusing equally on technical depth and leadership effectiveness.
- Calibrate workload, priorities and resource allocation across the three functions, and resolve cross‑functional capacity conflicts and trade‑offs.
- Develop the three Managers as leaders of their own teams, not just as technical practitioners — coaching them on people management, performance management and stakeholder engagement.
End‑to‑End Project Lifecycle Oversight
- Ensure clean hand‑overs from Bidding (pre‑award) → Technical (post‑award engineering) → BIM (post‑award modelling and shop drawings), with no loss of technical assumptions, scope or commitments across stages.
- Ensure post‑award engineering and BIM delivery remain aligned with the technical and commercial assumptions made at bid stage, and flag any drift to leadership early.
- Drive consistency in technical approach across projects, system architecture, equipment selection, drawing standards, modelling standards, calculation methods and documentation.
- Govern the technical interfaces between the three functions, ensuring smooth coordination on shared deliverables (e.g. drawings produced by engineering and modelled by BIM, BOQs produced by bidding and reconciled by engineering).
Team Building and Organizational Development
- Define and evolve the structure of the Philippines back‑office across the three functions to match the project pipeline, capability needs and growth ambitions.
- Drive hiring across the three teams in coordination with the Riyadh office, including approving role definitions, reviewing shortlists, conducting senior technical interviews and approving final selections.
- Build a strong technical culture across the Philippines back‑office, grounded in engineering rigour, accountability, quality and continuous improvement.
- Set the tone for performance, behavior and standards across the entire Philippines back‑office, with clear expectations on quality, ownership and responsiveness.
Client, Consultant and Riyadh Coordination
- Act as the most senior technical point of contact for the Philippines back‑office to clients, consultants, main contractors and the Riyadh‑based project management and leadership teams.
- Attend client and consultant meetings (remotely or on‑site) when senior technical representation is required, providing engineering input on design, value engineering, scope and feasibility.
- Coordinate closely with Riyadh‑based leadership on bid strategy, project priorities, technical decisions, escalations and operational matters.
- Manage the operational relationship with the Employer of Record for matters relating to the Philippines team.
Reporting and Governance
- Provide regular reports to Riyadh leadership on team performance, project status, bid pipeline, hiring progress, technical metrics and risks.
- Participate in management meetings, governance calls and strategy discussions with the Riyadh leadership team.
Work Schedule & Setup
- Temporary Work from Home, to be transitioned to in‑office (onsite) once the facility is ready. Candidate must be willing to relocate, if needed.
- 5 days work week. Mid‑shift schedule.

Required Qualifications and Experience
- Bachelor's degree in Mechanical Engineering (preferred), Civil Engineering or Electrical Engineering from a recognized university; advanced degree is a plus.
- Minimum twelve (12) to fifteen (15) years of relevant engineering experience, of which at least seven (7) years must be directly working on pools, spas, water features or similar aquatic and water‑related projects.
- Demonstrated technical depth across hydraulic design, filtration, water treatment, equipment selection, civil/structural detailing, MEP integration and BIM coordination for aquatic projects.
- Strong hands‑on experience across the full project lifecycle, bidding and estimation, design and engineering, BIM coordination and construction support.
- Proven experience leading technical teams that include managers and team leaders — i.e. a true leader of leaders, with a track record of building, developing and holding accountable high‑performing technical organizations.
- Experience working with or for clients in the Middle East, GCC, or on international projects is strongly preferred.
- Fluent written and spoken English; able to communicate clearly and professionally with senior stakeholders, clients and main contractors.
Desirable Qualifications
- Familiarity with Saudi Building Code, Saudi market practices, authority approval processes and main contractor standards.
- Experience setting up, scaling or running a back‑office, offshore or distributed engineering function.
- Working knowledge of Revit, Navisworks, AutoCAD, hydraulic calculation tools, estimation platforms and ISO 19650.
- Professional engineering certifications or chartered status (PMP, LEED, Chartered Engineer or equivalent).
- Exposure to large‑scale entertainment, hospitality, luxury or theme‑park projects (water parks, resorts, giga‑projects).
Personal Attributes
- Technically credible at the highest level, capable of personally reviewing and improving the work of senior engineers, bid team lead and BIM team lead across all three functions.
- Strong leader of leaders, develops Managers, not just engineers, and holds them accountable for the performance of their own teams.
- Operationally minded, comfortable designing processes, structures and standards from scratch.
- Excellent communicator across cultures, time zones and seniority levels.
- Self‑directed, organized and able to work effectively with a leadership team based in another country.
- Open to periodic travel to Saudi Arabia, particularly during onboarding, major bids and key project milestones.
