Job summary

Action Against Hunger Philippines seeks a Finance Manager to lead the financial management of the Cotabato base, oversee annual budgets, forecasts, donor reporting, and audits, and ensure compliance with funding contracts.

You will manage bank accounts and cash across PHP, USD and EUR, implement and monitor authorization procedures, prepare treasury forecasts, release advances on approved orders, coordinate with the Country Director, and support monthly expenditures and field visits.

Responsibilities

• Lead the financial management of the base: annual budget and proposals, provide the Finance Department with information relevant to structural costs
• Analyse cash forecast consistency with Budget Follow Up and inform Finance Department and Program Managers
• Allocate costs to donor contracts per financing plan structure
• Assist in reports to funding bodies and audits
• Monitor financial risks and keep Senior Admin and Finance Coordinator and Head of Base informed
• Oversee bank accounts for Cotabato base
• Update bank books daily with each transaction
• Ensure supporting documents for internet banking transactions
• Follow authorization expenses procedures requiring Country Director/Head of Base approval
• Handle cash management: transfers, exchanges, and reconciliations
• Prepare monthly treasury sheet for each currency
• Collate forecasts of base expenditures and ensure funds for projects
• Coordinate with other bases for unresolved fund issues
• Maintain traceable documentation with banks and issue checks after validation
• Monitor cash books and cash boxes in PHP, USD, and Euro
• Release cash advances on approved purchases with budget line validation
• Ensure compliance with authorization procedures for all payments
• Follow monthly expenditures in coordination with Logistics and forecasted expenditures
• Verify invoices with internal orders for Cotabato base
• Code invoices with budget lines and accounting codes
• Ensure justified support documents for in-kind contributions
• Perform field visits as needed
• Review partners' reports and vouchers to ensure alignment with Aggresso and signed contracts
• Promote a workplace free from harassment and misconduct as part of the code of conduct
