Job description

The Procurement Assistant Manager for Civil, Structural, and Architectural (CSA) will manage the procurement for contract packages related to civil, structural, architectural works, and all-in construction projects of SM Development Corporation. This position ensures cost-effective sourcing, strategic and timely delivery of materials, while adhering to company policies and industry standards. The role demands expertise in cost engineering, quantity surveying, estimating, negotiation, and a comprehensive understanding of construction projects, particularly in vertical and horizontal housing developments.

Key Responsibilities:
1. Strategic Procurement Planning
  • Collaborate in developing and implementing procurement strategies for contract packages, including Civil, Structural, Architectural Works, Land Development, Site Development, and ancillary projects.
  • Work closely with project managers and engineers to understand project requirements and ensure timely procurement of materials and services.
  • Conduct market research to identify potential suppliers and contractors specializing in Civil, Structural and Architectural (CSA) Works and other specialty items.
2. Process Management and Governance
  • Lead the review and continuous improvement of internal procurement processes to enhance service levels, operational efficiency, and alignment with project and organizational goals.
  • Take an active role in developing project control strategies to ensure safety standards are upheld in procurement management. Proactively identify and mitigate risks associated with procurement activities.
  • Collaborate with cross-functional teams to streamline procurement workflows, ensuring all stages—from vendor selection to contract execution—are smooth and compliant with regulatory requirements.
  • Oversee procurement strategies to remain flexible and responsive to changing market conditions and evolving project demands.
  • Partner with risk management teams to implement best practices and proactively address procurement-related challenges that may impact timelines, budgets, or quality.
  • Identify, assess, and foster relationships with qualified vendors and contractors.
  • Negotiate contracts, terms, and pricing to secure favorable conditions for the project and the company.
  • Monitor vendor and contractor performance to ensure compliance with quality standards, delivery schedules, and contract terms.
4. Cost Management
  • Ensure cost-effective procurement without compromising quality or project timelines.
  • Identify cost-saving opportunities and conducting line-item evaluations and negotiations.
  • Track and report on procurement-related cost variances.
5. Purchase Order (PO) Issuance and Contract Management
  • Manage the canvassing process through the Online Procurement System (OPS) or equivalent platform, from generation to issuance of SAP Purchase Orders.
  • Oversee the preparation and execution of contracts for CSA and all-in projects.
  • Ensure contracts are aligned with project specifications, timelines, and legal requirements.
  • Coordinate with project and finance teams to ensure compliance with company policies and contractual obligations.
  • Coordinate the procurement and timely delivery of owner-supplied materials, ensuring alignment with project specifications.
  • Collaborate with project teams to integrate owner-supplied materials into the project while supporting sustainability goals.
  • Manage logistics and storage of owner-supplied materials to avoid project delays.
7. Project Coordination
  • Partner with construction teams, engineers, and project managers to ensure procurement activities align with project timelines and milestones.
  • Monitor procurement schedules and delivery timelines, addressing any issues that could affect project progress.
  • Provide regular updates to stakeholders regarding procurement status and project impacts.
8. Quality Control and Compliance
  • Ensure all procured materials and services meet quality standards, project specifications, and sustainability criteria.
  • Conduct regular audits of vendor performance and material quality.
  • Ensure compliance with all applicable procurement laws, regulations, and internal policies.
  • Identify procurement-related risks, including those associated with sustainability, and develop mitigation strategies.
  • Establish contingency plans for potential supply chain disruptions and unforeseen procurement challenges
Skills and Qualifications:
  • Must be a licensed Civil Engineer or Architect, with preferred experience in Cost Estimating, Quantity Surveying, or a related discipline.
  • Masters Degree in Construction Management or Engineering is an advantage but not required
  • With more than six (6) years of experience in construction project management, Cost engineering & cost forensics, quantity surveying and/or construction procurement.
