Lotte-Gulermak-EEI Joint Venture in Cebu City seeks a senior procurement professional to lead sourcing of construction materials, equipment, tools, and services for project operations.
The role requires reviewing specifications with Engineering and Construction, conducting market research, negotiating with suppliers, managing vendor performance, and ensuring compliance with policies and regulations.
Lead and oversee the procurement and sourcing of construction materials, technical equipment, machinery, tools, and services required for project operations.
Review material and equipment specifications in coordination with Engineering, Construction, and other technical teams.
Conduct market research and supplier/vendor sourcing to identify qualified and competitive suppliers.
Evaluate suppliers based on price, quality, technical capability, delivery schedule, capacity, experience, and financial stability.
Lead negotiations with suppliers and vendors to obtain the best commercial terms, pricing, payment conditions, warranties, and delivery schedules.
Recommend and award purchase orders and contracts to qualified suppliers in accordance with company procurement procedures.
Monitor procurement schedules and ensure the timely delivery of materials, equipment, and services to meet project requirements.
Coordinate with suppliers regarding production, inspection, shipment, delivery, and documentation.
Ensure proper alignment and coordination of the inbound supply chain for materials, equipment, and other project requirements.
Develop and implement cost-reduction and value-engineering strategies without compromising quality, safety, or project requirements.
Identify potential cost-saving opportunities through alternative suppliers, competitive bidding, bulk purchasing, local sourcing, and strategic sourcing.
Identify and develop new suppliers and alternative sources to minimize supply risks and improve competitiveness.
Support Engineering and Project teams in sourcing new technologies, materials, equipment, and innovative solutions from qualified suppliers.
Conduct or coordinate supplier assessments, prequalification, audits, and performance evaluations.
Work closely with Quality Assurance/Quality Control, Engineering, and Sourcing teams to establish procedures for supplier qualification and quality assurance.
Monitor supplier performance and ensure corrective actions are implemented for issues related to quality, delivery, cost, and compliance.
Challenge existing suppliers to identify more cost-effective, reliable, and technically suitable products and solutions.
Review and evaluate supplier proposals for alternative materials, equipment, and processes.
Maintain an updated approved supplier/vendor database and procurement records.
Prepare procurement reports, supplier performance reports, cost analyses, and other management reports.
Monitor procurement commitments and coordinate with Finance and Commercial teams regarding budgets, payment terms, and contractual obligations.
Ensure procurement activities comply with company policies, project procedures, ethical standards, and applicable laws and regulations.
Identify and mitigate procurement and supply-chain risks, including material shortages, price fluctuations, long lead times, and supplier capacity issues.
Bachelor’s Degree in Civil Engineering; Licensed Civil Engineer is preferred.
8–10 years of relevant procurement experience, preferably in a construction or infrastructure company.
Strong experience in construction procurement, sourcing, vendor management, and contract negotiation.
Knowledge of construction materials, equipment, technical specifications, and project requirements.
Strong negotiation, analytical, communication, and problem-solving skills.
Proficient in Microsoft Office, particularly Excel.
Experience with ERP/procurement systems is an advantage.
Experience in railway, infrastructure, heavy civil, or large-scale construction projects is highly preferred.
