The World Bank Group seeks a Senior Mining Specialist to be based in its Lima, Peru office. You will contribute to policy design, regulatory reform, and investment operations across the Metals and Minerals domain in Peru and the wider Latin America region.

Strong background in mining policy, regulation, and project supervision is essential. Fluency in English and Spanish is required, with Portuguese as a plus.

  • Support work with mining state-owned enterprises, including asset evaluation and investment readiness.
  • Collaborate with WBG teams and external partners to implement mining and infrastructure agendas.
  • Assist in the design and supervision of IBRD mining investment operations, including scope, cost estimates, and timelines.

The INF VPU’s Metals and Minerals (M&M) Department of the WBG (KIMDR) is responsible for the implementation of the WBG’s M&M Global Strategy. A core focus of this strategy is the implementation of country partnerships (or compacts). Those partnerships’ key objective is to unlock the potential for economic transformation and development in mineral resources rich countries, by enhancing beneficiation in countries along minerals value chains (exploration, processing and refining).

One of those units houses the Metals and Minerals, Policy and regulation (KIMPR). The objective of KIMPR is to provide technical advice and support on cutting-edge policy, analytical work, and investment lending preparation and implementation for government clients, often resulting in financing to support developing countries transform their natural resource wealth into sustainable, resilient, and inclusive economic development, consistent with climate mitigation goals.

Duties And Accountabilities

The selected candidate will be based in the World Bank’s country office in Lima, contributing to the design and implementation of World Bank Group operations and knowledge activities in the metals and minerals sector in Peru and across the entire Latin America and the Caribbean region ("LCR"). Under the close guidance and supervision of the KIMPR LCR regional focal point (Focal Point "FP") selected candidate will:

  • Serve as the region-based senior specialist and contribute to the implementation of WBG’s M&M Global Strategy (including Country Compacts) by providing expert policy and technical advice to governments in the wider region.
  • Together with a team on the ground and in Washington DC, contributing to supervision of the Peru - Competitiveness and Sustainability in the Strategic Minerals Sector Project (COMPASS).
  • Based on sound technical analysis, provide technical and policy advice to Governments on mineral exploration promotion, geological information improvement, mining project/sector development, mineral rights, permitting, mining regulation and environmental management.
  • Support KIMPR work with mining State-Owned Enterprises (SOEs) which may include geological asset evaluation, exploration and resource-development strategies, enhancing investment readiness, and the structuring of partnerships with private investors.
  • Partner with other WBG teams on joint initiatives with industry, government, NGOs, and regional institutions to implement WBG’s broader mining & infrastructure agenda. This includes working closely with WBG private-sector focused investment teams, on their opportunities in wider LCR.
  • Support the technical design and supervision of IBRD mining investment operations, including investment components, technical scope, cost estimates, implementation sequencing, technical indicators and quality assurance.
Selection Criteria
  • Minimum of a master’s degree or higher in mining, engineering, geology, public policy, economics, management or a related discipline.
  • Minimum of 8 years of relevant professional experience (with experience in (but ideally not limited to) LCR countries). Candidates with 12 or more years of relevant experience are strongly preferred.
  • Significant experience in advising governments on mining sector policy, regulation, and institutional reform, ideally combined with exposure to large‑scale mining investments and transactions gained in the private sector.
  • Strong technical knowledge of the mining sector, including mineral exploration promotion, geological information and geoscience programs, mineral resource development, mining project cycles, permitting, environmental management, and mine closure.
  • Demonstrated ability to assess and advise on:
  • mineral regulatory and institutional frameworks; taxation; sector governance; exploration and development; mining and mineral processing; environmental and social protection; local content; community and gender linkages and mine closure.
  • how to translate technical needs into investment operations, institutional strengthening, and practical reforms that support responsible private investment.
  • mining projects and mineral assets, mining SOEs, geological surveys, and sector institutions;
  • Strong behavioral skills and ability to:
  • coordinate complex, multi‑country programs and work effectively across WBG (or similar matrix organization institutions) and cross-sectorial.
  • apply results-oriented approach and proven problem-solving skills, with a strong talent to devise and manage work plans and portfolio of projects ensuring delivery and results on time and within allotted resource budgets.
  • deal sensitively in multicultural environments and build effective working relations and partnerships with a range of constituencies including government, mining industry and community groups, creating partnerships.
  • coach, mentor and develop less experienced team members and consultants and share knowledge with non-sector colleagues within the WBG.
  • Fluency in both English and Spanish is required as well as excellent writing skills – a sample of English writing may be requested following interviews.
  • Advanced language skills in Portuguese will be a plus.
  • Significant experience in the LCR region, especially Peru, Chile, Ecuador, Colombia, Bolivia and Argentina would be a plus.
  • Knowledge of the other various infrastructure core sectors (power, energy, transportation, utilities) and/or experience in financial advisory will be a plus.
