Job summary

Turner & Townsend is seeking a cost manager with strong MEP experience to support major capital projects. You will conduct feasibility studies, prepare procurement reports, and apply value management techniques from the outset, ensuring cost plans are comprehensive and aligned with client expectations.

You will lead tender management for MEP packages, monitor post-contract cost variances, and present monthly cost reports to clients, collaborating with the project team and other consultants

Qualifications

• Bachelor's degree in Electrical/Mechanical Engineering, Quantity Surveying, or related field.
• 4–7 years of experience in MEP cost management or related functions.
• Experience in quantity take-offs, cost estimation, cost planning, and tender management for MEP works.
• Knowledge of Electrical, ELV, and Mechanical systems for infra, industrial/factory, and commercial projects.
• Ability to support procurement, contract administration, cost control, and variation management throughout the project lifecycle.
• Strong analytical, communication, and stakeholder management skills.
• Proficient in Microsoft Office, especially Excel.
• Good written and spoken English.

• Ensure production of monthly post-contract cost reports for the client.
• Value engineering and life cycle costing.
• Negotiate final accounts and validate monthly payment claims for MEP works.
• Lead client and consultant interfaces across project stages.

Job Description

• To conduct feasibility studies and writing procurement reports
• To apply Value Management techniques at the outset of a project and where appropriate involve Turner & Townsend’s specialist Value Management team
• To manage estimating and cost planning activities to include taking ownership of and present the final cost plan
• To manage the procurement process, ensuring that all stages including pre-qualification, enquiry, analysis, selection and contract preparation are performed effectively
• To manage the tender process for MEP packages including tender document, tender clarifications, interview and tender recommendation report if required.
• To ensure that post-contract cost variances and change control processes are managed effectively
• To ensure that cost checking and valuation work is managed effectively
• To ensure the production of monthly post-contract cost reports and present them to the client
• Value engineering and life cycle costing
• To ensure that final accounts are negotiated and agreed; validate the monthly payment claims and prepare payment recommendation for MEP related works/packages.
• To take a lead role in interfacing with the client and other consultants, at all project stages
• Where appropriate, lead a cost management team, ensuring that they deliver on all of the above accountabilities

Qualifications

• Bachelor's Degree in Electrical Engineering, Mechanical Engineering, Quantity Surveying, or a related discipline.
• 4-7 years of relevant experience in MEP cost management, quantity surveying, or commercial functions.
• Experience in quantity take-offs, cost estimation, cost planning, and tender management for MEP-related works.
• Good knowledge of Electrical, ELV, and Mechanical systems for infrastructure, industrial/factory, and commercial building projects.
• Ability to support procurement, contract administration, cost control, and variation management throughout the project lifecycle.
• Strong analytical, communication, and stakeholder management skills.
• Proficient in Microsoft Office, particularly Excel.
• Good command of written and spoken English.
