Job summary

OETC is seeking a Strategic Supply Chain Leader to steer end-to-end procurement, contracting, tendering and warehouse management in Oman. You will align supply chain strategy with national priorities, ensure regulatory compliance, and act as a key advisor to Executive Management on risks, opportunities and performance.

With 11+ years in supply chain and at least 4 years in leadership, you will drive governance, vendor management, KPI development and continuous improvement while maintaining cost

Qualifications

• Bachelor's degree in engineering, supply chain or related field.
• Master's degree preferred.
• A minimum of 11+ years of relevant experience.
• A minimum of 4+ years in a managerial or leadership role.

Responsibilities

• Provide strategic leadership over end-to-end supply chain, including tendering, procurement, contracts and warehouse management.
• Develop and implement supply chain strategy aligned with objectives and national priorities.
• Oversee tendering, procurement and contract management in line with laws and regulations.
• Oversee warehouse and inventory management ensuring optimal stock levels and accuracy.
• Manage financial control and budget for the supply chain department.
• Ensure compliance with regulations and governance; manage risk and audits.
• Establish KPIs and drive continuous improvement; update SOPs.
• Manage stakeholder, vendor relationships and cross-department collaboration.
• Lead and develop supply chain leadership and staff; succession planning.

To provide strategic leadership and governance over OETC s end-to-end Supply Chain function including Tendering Procurement Contracts and Warehouse Management ensuring full compliance with national regulations Oman Investment Authority and Authority for Public Services Regulation directives and OETC policies while optimizing value for money operational efficiency and supply continuity to support OETC s Transmission network objectives

Duties and Responsibilities

Strategic Supply Chain Leadership

Develop and implement OETC s Supply Chain strategy aligned with corporate objectives business plans and national priorities In-Country Value ICV Omanization OIA requirements Provide strategic leadership over TPC and Warehouse Management ensuring seamless integration between sourcing contracting and inventory control Act as the principal advisor to Executive Management on supply chain risks opportunities and performance

Tendering Procurement amp Contracts Management

Lead and oversee all tendering procurement and contract management activities in accordance with Government Tender Law and Regulations OIA APSR Sector Law and OETC License Conditions OETC policies procedures and FDAEnsure transparent competitive and value-for-money procurement for all OETC projects and operations Provide leadership and guidance to Tender Committees MITC MJTC Ad-Hoc etc Lead and approve contract negotiations to ensure commercial legal and risk positions are in OETC s best interest Oversee management of Variation Orders claims extensions of time and contractual disputes

Warehouse amp Inventory Management

Oversee the planning operation and control of OETC s warehouses and inventory systems Ensure optimal stock levels material availability and inventory accuracy to support Transmission operations and projects Establish controls to prevent over-stocking obsolescence and material shortages Ensure warehouse operations comply with QHSE security and Asset Management Standards

Financial Control amp Budget Management

Prepare monitor and control the Supply Chain departmental budget ensuring alignment with approved business plans Ensure procurement and inventory decisions support cash flow optimization and cost efficiency Enforce cost transparency audit readiness and financial discipline across all supply chain activities

Compliance Governance amp Risk Management

Ensure full compliance with OIA APSR Nama Holding instructions and all regulatory requirements Oversee timely closure of internal and external audit observations related to supply chain activities Identify assess and mitigate supply chain risks including vendor dependency delivery delays and contractual exposure

Performance Management amp Continuous Improvement

Establish KPIs and performance monitoring frameworks for TPC and Warehouse functions Drive continuous improvement initiatives in procurement processes contract management and inventory control Ensure regular review and updating of supply chain Standard Operating Procedures SOPs in line with best practices and regulatory changes

Stakeholder amp Vendor Management

Build and maintain strong relationships with internal stakeholders across OETC departments Manage strategic relationships with vendors contractors consultants and service providers Ensure fair transparent and professional engagement with external parties

People Management amp Capability Development

Lead mentor and develop Supply Chain leadership and staff Ensure succession planning training programs and competency development are in place Oversee performance management appraisals and talent development initiatives

Reporting amp Executive Communication

Prepare and present regular reports to Executive Management and the Board on supply chain performance risks and key initiatives Provide timely decision support and recommendations on procurement strategy and supply chain matters

Health Safety Environment amp Information Security

Ensure full compliance with OETC s QHSE and security policies Promote a strong safety culture across supply chain operations including warehouse activities Ensure compliance with IT and information security requirements

Other Requirement

Knowledge and Understanding of the Asset Management HSE Management System and IT Security Standard Requirements according to ISO55001 ISO 14001 OHSAS 18001 and ISO 27001 to carry out the assigned duties as per the roles and responsibilities matrix
