Responsibilities

• Lead the tendering process from inception to award.
• Formulate tender strategy and coordinate with the Contract Holder.
• Prepare tender plans and assist with Tender Committee proposals.
• Review tender documents and ensure alignment with ICV requirements.
• Coordinate post-tender clarifications and bid openings.
• Provide contractual support, negotiations, and contract closeout.
• Upload contract details to SAP and maintain audit trails.

Responsible for executing the tendering cycle preparing tender documents resolving contractual issues and awarding the contracts The position will act by the organization s mission vision values policies and guidelines supported by an IT technology platform HSE standards Oman government and other legal justifications and best international practices aligned with National objectives Mandate QHSSE Obligations Ensure compliance with HSE Management System and HSE requirements while executing and handling day-to-day activities Monitor and report safety performance and compliance to the department Guide advise communicate and enforce safe behavioural practices Life Saving Rules Process Safety Rules to perform tasks safely Mandate Culture Obligations Holding this role and contributing as a valuable member of our community it is your responsibility to maintain OQGN s cultural principles fostering growth and facilitating valuable contributions that will contribute to our organization s long-term success

Main Tasks and Responsibilities

• Responsible for the tendering process from inception till award including the following
• Formulate a tendering strategy and engage with the Contract Holder
• Prepare a tender plan in coordination with the Contract Holder
• Support the Contract Holder in drafting the Tender Committee strategy proposal
• Prepare a tender document and liaise with the Contract Holder for the technical parts of the tender document
• Review comment and challenge the scope of work and other parts of the tender document as required
• Collaborate with the ICV team to ensure applicable In-Country Value requirements
• Circulate the tender document for review and ensure comments are discussed and incorporated
• Issue the tender document to bidders
• Receive and opening of Technical Bids
• Receive clarification requests from bidders provide responses to the commercial clarifications and obtain responses to the technical clarification from the contract holder review all clarifications and issue them to the bidders
• Coordinate and issue post-tender clarifications as required
• Attend clarification meetings and site visits together with the Contract Holder
• Support the Contract Holder in drafting the proposal of Technical Evaluation results for Tender Committee approval
• Arrange for opening of Commercial Bids
• Carry out Commercial Evaluation of the tender
• Lead negotiations with bidders as required
• Support the contract holder in drafting the award proposal to the tender committee
• Draft the letter of Intent circulate it for review and issue it to the successful bidder
• Issue unsuccessful bid notifications to the unsuccessful bidders
• Compile the contract document circulate it for review and obtain signatures
• Continuously update the tracking tool with tendering and contract details
• Promote continuous learning and knowledge sharing among team members
• Upload the contract details to SAP
• Provide post-award support including the following
• Provide advice to Contract Holders on contractual matters
• Review contractor s payments as required in line with the contract
• Support the Contract Holder in obtaining and negotiating a variation to the contract
• Support the Contract Holder in drafting a proposal to the tender committee for a variation to the contract
• Draft the variation to contract circulate it for review and obtain signatures
• Provide contractual support to Contract Holder and legal team on claims
• Provide support on contract closeout
• Provide contractual support and advice to other contract engineers
• Control and manage Contracts administration tasks
• Maintain a higher degree of document visibility and availability with a controlled reliable audit trail
• Follow up with the concerned departments to finalize the Technical Commercial reports
• Maintain copies of tender documentation from strategy till closeout
• Provide administration support as and when required
