Sr Engineer Turnaround Stream OQ8 Function Maintenance Department Turnaround Section Location Oman Duqm Budget control OPEX and or CAPEX and or Revenue amount as relevant Reporting to Head Turnaround Direct

Job Purpose

Provides strong professional technical and engineering expertise pertaining to Turnaround schedule shutdown maintenance works across OQ8 under TL Turnaround Execution scope acting as Technical Service provider of execution of turnaround under technical standards set by TSD to maintain the assets through

  • Executing maintenance turnaround activities including shutdown works, equipment cleaning, inspection, repair and replacement works and testing, commissioning.
  • Prepare the required report for the monitoring control of the execution phase.
  • Guide young engineers in Turnaround execution matters to ensure maximum availability of plant at all times, optimizing the cost, time, and resource utilization, minimizing the downtime and meeting the operational targets that support the gross margin profitability, with sufficient organizational capability for business continuity while identifying and developing talent people to feed the OQ8 talent pipeline.
Scope

Engineer Turnaround Execution Turnaround Planning Drive end to end planning of turnaround involving material and contract planning, stakeholder management and coordination, resource management and optimization. Turnaround Execution Shutdowns or outage activities such as inspection, repair, replacement, and maintenance of equipment and facilities. Inspection and Testing Comprehensive inspection and testing of equipment, vessels, piping, and systems to identify any signs of damage, corrosion, leaks, or wear that need to be addressed. Maintenance and Repair Repair or replacement of damaged or malfunctioning equipment including pumps, compressors, turbines, heat exchangers, reactors, distillation columns, and other process units. This may involve activities such as welding, mechanical repairs or reconditioning. Cleaning and Decontamination Cleaning of process equipment and systems to remove contaminants, deposits, and hazardous substances. Catalyst Replacement Refineries often use catalysts in various processes. Turnarounds provide an opportunity to replace spent or deactivated catalysts with fresh ones to maintain efficiency and product quality. Facility Upgrades Implementation of modifications or upgrades to improve safety, reliability, efficiency, or compliance with environmental regulations, installing new equipment, upgrading control systems or integrating new technologies. Piping and Insulation Inspection and repair of piping networks, valves, and fittings as well as the replacement or repair of insulation to prevent heat loss or maintain proper temperature control. Safety Measures Implementation of strict safety protocols, including training personnel, adherence to permit-to-work systems, and implementation of safety barriers to mitigate risks during the turnaround. Environmental Compliance Compliance with environmental regulations such as proper handling and disposal of hazardous materials, emissions monitoring and implementation of pollution control measures.

Accountabilities
  • Developing a turnaround plan for the execution: Works with the Turnaround Planning team to develop a comprehensive and integrated plan.
  • Identifying scope of work, estimating resources required and timeline for execution.
  • Procuring resources: Execute works with procurement team to ensure all necessary resources including materials, equipment and personnel are available.
  • Developing and reviewing Scope of Works, preparing and evaluating tender bid and preparing recommendations reports.
  • Managing the execution of work, leading the execution of works ensuring it is conducted safely, efficiently and in compliance with regulations.
  • Ensuring equipment manufacturers standards, procedures and safety regulations are followed by staff and contractors.
  • Develops work breakdown structures and recommends appropriate modifications and revisions for new work items assigned.
  • Establishes best maintenance practices and systems to optimize resources and enhance turnaround shutdown scheduled maintenance.Proactively resolves issues during all phases of the schedule turnaround including scope development and start up to completion of turnaround activities.
  • Archives baseline and final schedules ensuring best practice for improvement is applied to turnaround schedule activities.
  • Conduct TA close out review and finalize closeout report and conduct lessons learned workshop.
  • Coordinating with stakeholders: Works with a range of stakeholders including maintenance teams, contractors and operations personnel to ensure that turnaround is executed smoothly.
  • Monitoring progress: Monitoring the progress of the turnaround and providing regular updates to management, conducting meetings, preparing summary reports and providing daily update on the execution of the scheduled turnaround shutdown maintenance.
  • Managing safety: Ensuring that all work is conducted in compliance with safety regulations and procedures.

Education Requirements

Bachelor's Degree in Engineering (Mechanical, Electrical, Instrumentation) or related field. Black Belt Certification, preferred.

Background and Experience
  • Minimum 8 years of relevant experience within the Oil & Gas / Refinery / Petrochemical industry, in a similar role.
  • Knowledge of Computerized Maintenance Management Systems (CMMS).
  • Expertise in SAP–PM Module, Primavera / MS Project.
  • Hands‑on experience in turnaround execution by executing multiple turnarounds involving complete process units.
  • Experience handling of maintenance contracts and procurement.
  • Experience in planning, scheduling of turnaround & shutdown related jobs.
  • Familiar with material and international engineering applicable codes.
  • Coordinating projects and strategic initiatives from planning through execution and performance tracking.
