Job summary

Hassan Allam Holding in Muscat is seeking a qualified Quantity Surveyor/Procurement specialist to manage BOQs, cost breakdowns, and variations for a major project. You will coordinate with owners, consultants, and subcontractors to finalize invoices and ensure back-to-back payment alignment.

The role requires a engineering degree and 5–7 years' experience, strong analytical and communication skills, and the ability to prepare accurate cost estimates and productivity reports for project

Qualifications

• Bachelor degree in Engineering or equivalent.
• 5–7 years of experience in QS/Procurement.
• Strong teamwork, analytical and problem-solving abilities.
• Excellent communication skills and stakeholder management.

Responsibilities

• Prepare invoice payments for project and sub-contractors and resolve financial issues.
• Prepare budgetary cost advice for all work elements.
• Measure repair costs and variations in coordination with QC engineers.
• Prepare and price the BOQ with specifications and obtain approvals from consultants/clients.
• Compare subcontractor and client take-offs to ensure back-to-back compatibility and identify conflicts.
• Produce productivity reports to support in-house wage decisions.
• Survey quantities for new claims or variations as requested by the owner.
• Prepare scheduled BOQ based on site progress and assist final BOQ/invoice preparation.
• Draft letters to consultants/clients and obtain QS manager approval on responses.
• Evaluate subcontractor variations and participate in final project settlement.

• Prepare invoice payments for the project & sub-contractors in order to finalize any financial issues.
• Preparing budgetary cost advise for all work elements.
• Measuring repair costs for defective/ repeated/ unused works or material in coordination with quality control engineers.
• Preparing bill of quantities include specifications and pricing for every item by making detailed breakdown and get consultant and client approval with supported documents
• Compare between quantity take-off of subcontractors and clients to ensure (back to back) compatibility and identify any conflicts.
• Preparing productivity report to release in-house labor wages
• Survey quantities of new claims or any variation as per the owner request in order to decide on the payment.
• Survey quantities through project’s shop drawing and owner/consultant BOQ and any additional resources.
• Participate with the Head of Procurement and Contracts in selecting the most appropriate offers in terms of appropriate conditions of supply.
• Prepare local purchase and external purchase lists and sent them to the procurement and contracts department for implementation.
• Survey quantities for all actual executed items.
• Survey quantities of new claims or any variation as per the owner request in order to decide on the payment.
• Prepare the scheduled BOQ based on site progress.
• Assist in preparing the final BOQ/invoice of the project.
• Prepare draft letters and replies to letters of the consultant or the client and get QS manager approval on it.
• Preparing the cost breakdown of Variations, creating any required BOQ and negotiate the variation cost with client / consultant.
• Evaluation subcontractors’ variations.
• Final account and project settlement with the client and for subcontractors.
