Oman Investment Authority seeks an experienced QA/QC Leader to supervise NDT programs, approve procedures, and ensure ship repairs meet ASME, API, AWS, and IACS codes. You will manage welder qualifications, oversee audits, and lead a QA/QC team on complex hull, machinery, piping, and painting projects.
The role requires 8+ years in ship repair/shipbuilding QA/QC, with at least 2 years in supervision, and certifications including CSWIP 3.1, CWI, and NDT Level II.
To supervise QA/QC resources and provide direct technical guidance to engineers, ensuring that all ship repairs encompassing hull, machinery, electrical, piping, and painting are executed in strict compliance with internal procedures, established quality standards, and rigorous industry codes (such as ASME, API, AWS, and IACS). This role acts as the primary technical authority for controlling the overall quality of ship repair works by proactively overseeing non-destructive testing (NDT) programs, managing welder qualifications, resolving non-conformities, and maintaining continuous ISO audit readiness.
Assume full technical authority for all NDT operations, overseeing both internal teams and external service providers.
Develop, verify, and approve NDT procedures, work instructions, and written practices to ensure technical adequacy and compliance with applicable codes.
Select the most appropriate NDT methods and techniques for specific inspections, and provide expert-level radiographic film interpretation.
Administer the training, examination, and certification of Level I and Level II NDT personnel while continuously monitoring their operational performance.
Conduct technical audits of external NDT agencies to ensure strict adherence to established written practices and industry standards.
Develop and qualify Welding Procedure Specifications (WPS) and Procedure Qualification Records (PQR) in alignment with engineering drawings, testing requirements, and classification society standards (such as IACS and ASME Section IX).
Manage the complete lifecycle of welder qualifications, including certification, prolongation, and performance tracking via individual weld-repair ratios.
Serve as the primary technical authority for material procurement, resolving queries related to plate and pipe specifications, and ensuring the correct alignment of base materials, WPS, and welder qualifications for specific repair jobs.
Maintain and update quality control procedures and standards, ensuring rigorous compliance frameworks are in place for both general marine repairs and specialized oil and gas projects.
Provide critical operational support and technical documentation during internal and external ISO audits, as well as classification society surveys.
Operational Supervision: Direct and coordinate the daily activities of the QA/QC team, ensuring all work is executed efficiently and in strict compliance with established operating policies and procedures.
Mentorship & Capacity Building: Foster continuous professional growth within the team by delivering targeted on-the-job training, actionable feedback, and performance coaching to support long-term career development.
Resource Assignment: Distribute daily assignments to QA/QC engineers and systematically track project progress across the yard.
Site Inspections & Reporting: Conduct routine on-site inspections to verify the quality of ship repair activities, actively documenting and reporting critical findings directly to QA/QC leadership.
Defect Management (NCR): Lead the non-conformance management process by issuing detailed reports and collaborating with relevant production teams to address findings.
Clearance Verification: Ensure all identified non-conformities are properly rectified and cleared through re-inspection before authorizing the progression to subsequent repair phases.
Data Traceability: Enforce strict documentation practices across the team, ensuring that QA/QC engineers accurately log and maintain all inspection records, reports, and compliance data for future reference and audit readiness.
Calibration & Control: Ensure all inspection, measuring, and testing equipment is accurately calibrated and maintained according to schedule, guaranteeing the validity and reliability of all inspection data.
QMS Maintenance: Actively contribute to the upkeep and optimization of the Quality Management System (QMS), ensuring all processes support project demands and remain fully compliant with ISO standards.
Safety Compliance: Enforce strict adherence to all Health, Safety, and Environmental management procedures within the QA/QC department to safeguard personnel, maintain regulatory compliance, and support a responsible environmental footprint.
QA/QC Staff & Engineers (Direct Reports): Provide daily operational supervision, delegate technical tasks, and deliver performance feedback or training.
Project Managers: Coordinate quality control requirements, align on project deliverables, and communicate inspection progress for ongoing ship repairs.
Production Teams (On-site): Collaborate on the shipyard floor to address non-conformities, provide quality support, and ensure repair works meet technical standards.
Internal Auditors: Facilitate internal system reviews and provide documentation to ensure continuous compliance with the Quality Management System.
Customers / Client Representatives: Discuss project-specific quality standards, address technical queries, and communicate inspection outcomes or approvals.
Sub-contractors: Oversee and audit third-party services (such as specialized NDT companies) to ensure their technical performance meets established written practices.
External Auditors: Interface during external ISO audits, regulatory assessments, and classification society surveys to present compliance evidence.
