Job summary

ZL Chemicals Ltd. in Muscat, Oman, is seeking a Project Controls Engineer to lead planning, scheduling, progress measurement and cost control across a DBOT polymer injection facility programme.

You will own the integrated schedule and cost baseline, provide early warning of deviations, and support change management while coordinating with Operations, Engineering and HSE to deliver on time and within budget.

Qualifications

• Degree in engineering, quantity surveying, construction management or a related discipline.
• 10 years in project planning, scheduling, progress measurement and cost control on multi-disciplined oil, gas or petrochemical projects.

Responsibilities

• Develop and maintain the Work Breakdown Structure and the integrated Level 1–4 schedule across engineering, procurement, construction and commissioning.
• Establish the schedule baseline and run the change control process for baseline revisions.
• Track the critical path and near-critical activities; flag slippage early and quantify the recovery needed.
• Carry out schedule risk analysis to set confidence levels against key milestones and contract dates.
• Design and maintain progress measurement systems — weighted milestones and earned value — that reflect real physical percentage complete across every discipline and contractor.
• Produce budget S-curves, weekly and monthly progress reports, dashboards and KPIs for the project management team and the client.
• Track Value of Work Done and outgoing cash flow against the approved budget; report variance and forecast cost at completion.
• Maintain the cost baseline and cost breakdown structure, and monitor commitments, accruals, invoicing and payment milestones with Contracts and Procurement.
• Assess the schedule and cost impact of variations, Technical Queries and scope changes to support change management.
• Support close-out reporting, lessons learned and final cost and schedule reconciliation.

Job Title – Project Controls Engineer (Oman)

Location – Muscat, Sultanate of Oman (with travel to site and vendor locations as required)

Reports To – Operations Director

Position Summary

This role sits on a Design, Build, Operate, Transfer (DBOT) polymer injection facility programme for a major Oman national oil company. The scope runs from concept and FEED through detailed design, procurement, construction and commissioning, into the Initial Operation Period and steady-state Operate phase, and ultimately to Transfer to the client. Much of the work is executed on or adjacent to live producing fields, so interface management, brownfield tie-in planning and close coordination with the client's Operations, Engineering and HSE functions run through everything we do. Detailed design and physical construction are delivered through an EPC partner under our technical direction; Polymer Experts Oman remains fully accountable to the client for the outcome.

We are looking for a Project Controls Engineer to establish and run planning, scheduling, progress measurement and cost control across our DBOT polymer injection facility projects. You will own the integrated schedule and the cost baseline, and give the project management team early, credible warning of schedule and cost deviation before it becomes a recovery problem. All roles on this programme are offered on an expatriate package, single status, based in the Sultanate of Oman.

Qualifications

• 10 years in project planning, scheduling, progress measurement and cost control on multi-disciplined oil, gas or petrochemical projects covering design, procurement and construction scope.
• Level 1–4 planning and scheduling in Primavera P6 and/or MS Project.
• Progress measurement system design — weighted milestones and earned value — and critical path and schedule risk analysis.
• Cost control, budgeting and forecasting: VOWD, EAC/CAC and cash flow.
• Contract and change management awareness, and the judgement to see a trend in the numbers before it shows up in the field.
• Visible safety leadership and a sound grasp of risk assessment and risk management.

Preferred Qualifications

• Membership of, or working towards, APM, AACE or PMI.
• Polymer, EOR or produced water facility project experience.
• Prior project controls for or with an Oman or GCC national oil company.
• Experience across Lease, EPC and multi-package contracting strategies.
• Arabic language skills.
