Job Title: PCC Telecom Supervisor
Location: Oman
Job Purpose
The PCC Telecom Supervisor is responsible for coordinating, supervising, and executing all telecom-related pre‑commissioning and commissioning activities for a large industrial energy project. The role ensures that telecom systems are installed, tested, integrated, and commissioned in accordance with project specifications, safety standards, and contractual requirements in preparation for start‑up and handover to operations.
Key Responsibilities
- Supervise all telecom pre‑commissioning and commissioning activities, including system installation checks, functional testing, loop checks, and final integration.
- Ensure telecom systems are ready for energization, start‑up, and operational handover.
- Coordinate telecom activities with commissioning teams, construction, instrumentation, electrical, and control systems disciplines.
- Validate readiness of telecom systems including documentation, punch lists, and mechanical completion dossiers.
Telecom Systems Scope
- Fiber optic networks (FOC, ODF, splicing, OTDR testing)
- Data and voice communication systems
- Public Address & General Alarm (PAGA) systems
- Access control and CCTV systems
- Radio communication systems (VHF/UHF/TETRA)
- Telephone and intercom systems
- Telecom cabinets, racks, and field devices
- Network switches and servers (where applicable)
Testing & Documentation
- Review and approve method statements, test procedures, and commissioning check sheets.
- Execute and witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and commissioning tests.
- Ensure proper recording of test results, red‑line drawings, and as‑built documentation.
- Manage punch lists, ensure timely close‑out, and support system handover to operations.
Safety & Compliance
- Enforce strict compliance with HSE rules, permit‑to‑work systems, and site safety procedures.
- Conduct toolbox talks and ensure safe execution of all telecom commissioning activities.
- Ensure telecom installations meet relevant international standards and project specifications.
Coordination & Reporting
- Supervise subcontractors, vendors, and technicians involved in telecom commissioning.
- Coordinate with engineering, construction, QA/QC, and operations teams.
- Report progress, constraints, and risks to the Commissioning Manager or Discipline Lead.
- Participate in commissioning meetings, system readiness reviews, and handover sessions.
Qualifications & Experience
- Diploma or Bachelor’s Degree in Telecommunications Engineering, Electrical Engineering, Electronics Engineering, or a related discipline.
- Minimum 8–12 years of experience in telecom systems within Oil & Gas, LNG, petrochemical, or large industrial projects.
- At least 3–5 years in a supervisory role focused on pre‑commissioning and commissioning activities.
- Proven experience working on major EPC projects during the commissioning phase.
