Job summary

Global Green Growth Institute (GGGI) in Oman seeks a Monitoring, Evaluation, Learning and Data Officer, based in Salalah, to coordinate MEL framework and plans for the ARISE Program, including GIS data, GHG tracking and baseline assessments.

Reporting to the ARISE Program Lead, you will develop mobile data collection tools, dashboards and analytical reports, collaborate with government partners such as EA, NCSI and local universities, and ensure high-quality MEL across the program.

Qualifications

• Master's degree or equivalent in economics, statistics, data science, environmental science, development studies, or a related field.
• Minimum of 5 years of professional experience in monitoring and evaluation, data analysis, and program development for large-scale international development or climate finance projects.
• Demonstrated expertise in quantitative and qualitative data analysis software (R, Python, MAXQDA) and advanced Excel (VBA).
• Proven experience utilizing mobile data collection platforms (Kobo Toolbox, Ona) and developing user-friendly digital survey forms.
• Fluency in English; Arabic is an asset.

Responsibilities

• Coordinate the implementation and periodic review of MEL framework and MEL Plan for the Oman ARISE Program.
• Support updates to Theory of Change and Detailed Implementation Plan based on field data.
• Coordinate and execute baseline assessments including GIS data, GHG tracking, and socio-economic data.
• Design tailored mobile data collection tools and dashboards for monitoring outputs and outcomes.
• Compile lessons learned and best practices to refine adaptive management strategies.
